The departmental housing information agency (Adil), the National Union of Real Estate Property (Unpi) and Soliha (an association which fights against poor housing) signed an agreement in Alençon (Orne), Tuesday November 12 2024, to implement a Bail'Renov' support plan. This system aims to support landlords and tenants in the renovation of housing.
It turns out that Orne is one of the bad students in France. According to an INSEE study carried out between December 2021 and March 2022, 35% of the department's main residences are classified F or G in the energy performance diagnosis (DPE).
“Present all aids”
“There is an urgent need for owners to tackle energy poverty”develops Hervé Girard, general director of Soliha. Adil notes that the goods identified as “thermal strainers” generally belong to elderly owners who have not taken the time to diagnose the insulation problems in their home. “By lack of information or ignorance of the aid allocated”estimates Gwenaëlle Nédélec, director of Adil.
These three partners are organizing a series of public meetings in January 2025 in several towns in the department. “The idea is to present all the financial aid to support an owner in work, explains Tahar Nouira, operations manager at Soliha in Normandy. We present ourselves as a trusted third party between tenants and owners. We guide them, support them and find the best solution for them. » For a modest owner, the cost of work can reach 80%.

Meetings in nine cities
Nine towns are affected by the meetings: L'Aigle on January 6, Argentan on January 7, Domfront on January 9, Alençon on January 20, Sées and Vimoutiers on January 27, Bagnoles-de-l'Orne and La Ferté-Macé on January 28 and Mortagne-au-Perche on January 30.
