The creation of the “Territorial Support” system was officially announced by Pierre ORY, Prefect of Seine-et-Marne, on the occasion of 62e AMF 77 congress. In a proactive logic of making the State closer and more efficientthe prefecture of Seine-et-Marne worked, in connection with the associations of elected officials of the territorythe establishment of a system responsible for territorial support for Seine-et-Marnaise communities. Without replacing the various existing systems and in close connection with the network of sub-prefectures, this global and tailor-made support offered by State services aims to respond even better to the different needs expressed by the local authorities of the department (municipalities, EPCI, unions, departmental council, etc.).
This is a single entry point allowing the mobilization of all State services and operators. in order to respond to various issues (legal, engineering, financing, etc.). The objective is also to support local elected officials as early as possible in bringing their projects to fruition and to make their task easier by identifying the most appropriate contacts.
This system, managed by the Directorate for the Coordination of State Services (DCSE), must be entered electronically via the “Simplified Procedures” platform. More broadly, the launch of this new system is accompanied by the creation of a space dedicated to “Territorial Support” on the website of the prefecture of Seine-et-Marne: https://www.seine-et-marne.gouv.fr/Actions-de-l-Etat/Appui-territorial. Soon, the Seine-et-Marnaise local authorities will be able to find all the elements relating to the financial support from the state (DSIL, DETR, Green Fund, etc.), to the different public policies in favor of the territories (France services, Action Cœur de Ville, Small towns of tomorrow, New deal mobile, etc.) as well as various resources for elected officials (guides, thematic sheets, etc.).
This partnership approach aimed at bringing State services in Seine-et-Marne closer to local authorities in the department is not intended to be fixed. On the contrary, we will enrich it over the months and our discussions with the region's elected officials in order to respond even better to their needs.
