There are too many executives at the RTC, deplores a union

The Union of Inspectors and Dispatchers considers that the Capital Transport Network (RTC) employs too many management personnel in relation to its number of employees. The transport company justifies its decisions by a “need for significant operational supervision”.

There are 152 executives at RTC at present, which is 42 more than four years ago. This increase stands at 38% during the same period, compared to 6.8% for all other types of employment within the transport company.

In a press release published Monday, the union deplores that the RTC abolished a unionized position last week to replace it with a management position.

For the president of the union, Éric Poirier, it is insult to injury.

It is unacceptable to add a framework in the circumstances. We need hands to support the drivers.

Still according to Éric Poirier, this job elimination occurs during an autumn very difficult where inspectors and dispatchers had to do a huge job to place drivers on buses.

The union at the same time denounces the unavailability of bossesoften busy during meetings.

Our people think they are better supported, but that is not the case. Meetings are increasing and managers are less presentadds Éric Poirier, who believes that this model harms mobilization employees.

Marked progression of executives

The increase in managerial positions is more marked within the organization than that of other job categorieswe can read in the performance audit report of transport companies from the firm Raymond Chabot Grant Thornton and commissioned by the Ministry of Transport and Sustainable Mobility.

This trend is, however, attributed to the establishment of a project office dedicated to electrification and which required the hiring of several managers.

According to the union, there is a ratio of one manager per six employees in the inspectors and dispatchers department. Companywide, that ratio was 9.7 employees per manager in 2023, according to the performance audit.

Called for comment, the RTC maintains that there was a need for management and support in the dispatchers group.

In the current budgetary context, in order not to create a new position, the management of RTC had discussions with the union to create a unionized management position, which the union refused. As the operational management needs are significant, the decision was therefore made to create a management positionexplains by email the spokesperson for the RTCRaphaëlle Savard.

In return, the RTC ensures that the recruitment of support resources is planned as projects progress through the implementation phase, which will help increase the supervision ratio for projects.
