The DLA team in Haute-Marne is now two people: Claire Colliat, the manager, and Anne-Guylaine Forêt, who arrived at her position very recently, on October 12. The head of the DLA system, Claire Colliat, is very happy to have seen reinforcements arrive, because there is no shortage of work, both in the individual and collective support provided within the framework of this system.

It has existed for over 20 years but still deserves to be better known. It is difficult to say how many structures in Haute-Marne are in the field of the social and solidarity economy. There is the biggest “battalion”, the employer associations but there are also all the integration companies and home help structures. If at the national level, the social and solidarity economy represents around 10% of jobs, in Haute-Marne, it would be slightly more, explains Claire Colliat, the head of the DLA. This system is supported by the State, the Banque des Territoires, the Region and Europe via the FSE.

Very diverse reasons for intervention

In Haute-Marne, it is the education league which has been supporting the system since 2020. What does supporting structures mean? In the event of a difficulty detected or simply questions, the structure takes the voluntary step of contacting the DLA. The issues are diverse and can be different each time. Organizational or governance problem, need help with the economic model of the structure? “We first ensure that the structure is eligible for DLA support then we enter a shared diagnosis phase to then look for solutions. We have a budget allowing us to call on consultants if necessary. At the same time, we have a national resource center on specific themes, sport, culture, health and social areas, etc….”explains Claire Colliat.

There is either individual or collective support.

After these steps, the support itself takes place. This support from the DLA can last from one quarter to one year depending on needs. “Then we go back to see the structure some time later to see where it is.”adds the manager. For example, the DLA was able to offer support to structures such as the CCHM, Tinta'Mars, Simone, Le Petit , etc.

A day offered to structures of the social and solidarity economy

There is either individual support or more collective support. And the DLA can also take control of certain themes and propose to the structures of the social and solidarity economy collective work on certain subjects as will be the case on November 19 at the Maison de Courcelles on a day dedicated to the ecological transition with the question: how to take advantage of it to develop your association? The social and solidarity economy, “it’s people’s daily lives”develops Claire Colliat. As public money and funding become scarcer and will continue to decline, ESS structures will have to be innovative. The DLA will help them.
