The winter road activation periods organized by the Departmental Council to clear snow and salt the roads responsible for it have already started on October 28 for Haut-Doubs, ending on April 7, 2025. In the plain, sectors of Montbéliard and Besançon, it will extend from November 18 to March 17, 2025. However, in response to climate change, this community is adapting and evolving its organization. The budget devoted to maintaining traffic this winter amounts to 5 million euros (€M), a sum of €1M more than last year.
3,690 km of roads to be treated
“If winters are marked by more mildness here, the south-eastern fringe of the territory, on the border with Switzerland, is still subject to extreme weather phenomena,” notes Florence Rogeboz, vice-president in charge of mobility and infrastructure. “The north-western limit is now much less exposed and has winter temperatures close to those of the Mediterranean or Atlantic coasts in the 1980s. The intervention teams are in less demand there. »

Service levels have been redefined accordingly. The reduced use of private service providers, particularly in lowland areas, will lead to an extension of the length of networked circuits. The teams, 153 agents, directed and alerted by duty managers, coordinating managers and patrol officers, will thus have to manage an average of 38 km of departmental roads, compared to 28 km previously. Main and secondary circuits, numbering 51, will be set up to prioritize interventions on the network. At the same time, around forty private providers will ensure the viability of 60 circuits within the framework of public contracts.
Three levels of service
“Each circuit has at least one dedicated winter service vehicle, some of which are equipped with a geolocation device, with a snow removal blade and a salt and/or brine spreading system,” continues Florence Rogeboz. “During a moderately harsh winter, it is estimated that around 10,000 tonnes of salt are necessary to treat the 3,690 km of departmental roads. »
The DOVH defines three levels of service making it possible to adapt the treatment to be carried out depending on weather events and the function of the roads. The guaranteed level of service is not identical depending on the classification of the roads and the periods of the day, which has an impact on traffic conditions.
