95% of the economy would be off the official radar!

It is almost the 12 labors of Hercules that the Senegalese government is preparing to launch, as the challenge is colossal. Wednesday, November 6 at the Council of Ministers, President Bassirou Diomaye Faye presented the plan to “support and promote the informal sector” which represents 95% of GDP, according to official estimates.

As a priority, it is a question of implementing a doctrine for this sector around a better structuring of activities and actors. The other major point of this plan consists of “making the most of the informal economy”, which involves a reorganization of the supervision of the various public entities in the areas of training, financing, taxation and installation in special areas. The Senegalese head of state instructed his government to get to work without delay in order to implement the “systemic transformation of the informal sector” without providing the slightest detail on the projects or the financing of his plan. An entire ecosystem of public stakeholders will be on the front line, notably the Agency for the Promotion and Development of Crafts and the Chambers of Trades, which appear to be the armed arms of the public authorities. To support its plan, the government plans to create a structure for pooling and centralizing public purchases, integrating the principle of quotas reserved for artisans in public procurement. The objective is to promote “Made in Senegal” and the consumption of local products.

With regard to tourism, the Senegalese head of state asked the Minister of Tourism and Crafts to “revitalize all the organizations promoting the Senegalese destination in perfect synergy with local stakeholders and tourism operators. tourist circuits.”
