Since the end of October, the budget vote in the National Assembly has been in full swing. Since Tuesday, deputies have been looking at the second part of the finance bill. At the same time, the deputy for Haute-Loire Jean-Pierre Vigier met Catherine Vautrin, Minister of Partnership with the Territories and Decentralization, as well as Françoise Gatel, Minister Delegate in charge of Rurality, Commerce and Craftsmanship.
Objective of the interview for the native of Brivadois: to alert the Executive to the consequences for mountain areas, of which Haute-Loire is a part, of a 2025 budget threatening local public services. At the head of the concerns, the State's desire to cut 5 billion euros at the expense of local authorities.
“The announced budget cuts are unacceptable”
Questioned by us, Jean-Pierre Vigier wishes to return to the five billion that the State wants to take from local authorities. “The announced budget cuts are unacceptable. Mayors manage their budget like a good father. Each euro received is directly invested in favor of the territory. » The elected official fears in particular a sharp reduction concerning the Green Fund system and the energy transition to the tune of 60% and 1.5 billion euros or even a reduction of four points for the National Retirement Fund for Local Authority Agents ( CNRACL).
Added to these announcements are particularly “dangerous” decisions, according to the deputy for Haute-Loire, for mountain areas. As such, the reform of the financing of community aid is singled out for no longer guaranteeing in the long term the allocation of funds intended for electrification in rural areas. The planned reduction of 10 million euros in the fund to support local radio expression is also targeted, because it would have jeopardized the survival of local associative radio stations.
“Stop hitting the French”
In order to make savings without endangering local communities, Jean-Pierre Vigier targets state operators. “There are around 450 operators in the country representing 90 billion euros per year in spending. These figures have also doubled in ten years. By reducing their number by 50%, we recover 40 billion euros. And at the same time we stop hitting the French. »
