Faced with significant difficulties in bringing fire safety up to standard in the village and its hamlets, Gerard Asmontithe mayor of Chavigny-Bailleul (Eure), near Saint-André-de-l'Eure, speaks of “a real concern and a phenomenal budget, on the scale of a small village”.

The cistern installed on Monday October 14, 2024 cost €25,000. It benefits from subsidies from the State (40%) and the Department (40%), the balance being paid by the municipality. “We have a network that does not correspond to the standards in force and we need 12 tanks of this type. We installed three, plus a pool, at a cost of €65,000, financed by a bridging loan while waiting for subsidies. This problem is a real stations of the crossbecause regardless of financing, we also have to deal with land, because not all owners accept the installation of a cistern on their land,” adds the mayor.

Bringing the village and its nine hamlets up to standard is not for tomorrow.

The subsidy system will end and we will have to apply for the green fund, the conditions for obtaining which are more restrictive. I don't think it's going to be easy.

If fire protection constitutes a priority for security, its cost prevents other investments that the 600 inhabitants could legitimately expect. “It’s a real headache and unfortunately I am not the only mayor in the area to be faced with the problem,” concludes the mayor. Another effect of this situation: requests for building permits on land not protected by fire protection are systematically refused.
