Residence permits that are slow to be renewed, hundreds or even thousands of files waiting at the Isère prefecture and foreign people (mainly workers and students) worried and stressed about not being able to continue to study or work properly. This is what the Isère branch of the “Bouge ta préf’” collective denounces, who organized a press conference on Wednesday October 30 to talk about the delays and administrative difficulties encountered by some.
“A shortage of appointments”
One of the difficulties is making appointments for the files, because we cannot submit a file without an appointment, especially since they are becoming increasingly rare. And it is this process which has become complicated since last spring and which slows down all the procedures, explains Stéphane Dezalée, co-president of Cimade in Grenoble.

He goes on to say that the scarcity of these meetings has inevitably created a black market. “Today, as soon as appointments are put online, some people reserve them, then resell them, for between 50 and 100 euros.” he denounces, furious. “People in very precarious circumstances should not have to pay for an appointment, simply to submit a file, this is unacceptable. More slots are needed” he concludes.
“It took me three months to get an appointment”
Hugo Sanchez is of Mexican origin, he has been in France for eleven years. He arrived as a student, today he is a seismologist and must renew his residence permit. To submit your application, you need an appointment. But this is where the difficulty begins. “There are so few appointments that it was impossible for me to get one. Appointments are made exclusively on the internet and I am also visually impaired, so nothing was going well.” he explains. “I asked friends to help me, everyone went to the Anef website to try to get an appointment. I finally got one in June, three months after my first attempts” he explains.

For his part, Max is a student of Ivorian origin, he studies educational engineering at Grenoble Alpes University. He submitted his residence permit renewal last May and since then, he has been asked to provide the same documents several times. “I get asked the same thing all the time. The same documents requested each time, which prove that I am in France to study. And since then, nothing” he confides, very worried. “My file seems to be stuck at the investigation stage, I have been waiting for months and months. I have an internship that is due to start soon. Without my residence permit, no more internship” he finishes, distraught.
The prefecture of Isère indicates in a press release that “the number of available appointment slots is adapted to accommodate the 15,000 foreign nationals whose residence permit applications are processed annually by the prefecture's services“. On the other hand, she admits that “the appointment booking module of several prefectures is the victim of malicious acts causing serious malfunctions and not allowing users to reserve appointment slots as planned. These difficulties are taken into account at the national level. Technical solutions are currently being sought to overcome these difficulties.“.
