Bastien Marchive proposes a law for energy-intensive housing

The deputy for the first constituency of Deux-Sèvres, Bastien Marchive (Radical Party), is at the initiative of a transpartisan bill dedicated to housing.

With the Climate and Resilience law, passed in 2021, the most energy-intensive housing classified G under the Energy Performance Diagnosis (EPD) will be prohibited from renting on 1is January 2025. This measure concerns 755,000 housing units in , including 2,600 in Deux-Sèvres.

“Building is the source of 18% of our greenhouse gas emissions. It is therefore our responsibility to stay on course with energy renovation. To succeed, there is an urgent need to better protect owners and tenants in the implementation of energy decency obligations”indicates the deputy.

Rent conditionally

It proposes, in particular, to authorize the rental of the accommodation concerned under conditions, when the renovation is in progress or when it is made impossible by a general meeting of co-ownership which refuses it or when the tenant obstructs it. But also to allow the owner to continue to rent the accommodation, when it is occupied on 1is January 2025 until the renewal or renewal of the lease.

The text could be placed on the agenda of the National Assembly at the beginning of December, for entry into force at the start of next year.
