“We don’t regularize just anyone”

The Department regularizes buildings on the ex-Zad. Real progress or peace of the brave?

Jean-Luc Séchet : “This is a very important moment, the beginning of the resolution of a complicated situation. Today, we are simply rolling out the agricultural and environmental project that we adopted in December 2019, on land which belongs almost entirely to the Department of -Atlantique. And we are carrying out this program with one primary concern: that of appeasement. Clarifying the situation of the buildings is an essential part of this project.”

How does this regularization take place?

“In the same way that we had signed 36 leases with environmental clauses, we undertake to regularize the occupation of certain buildings on the former Zad. This regularization is done in compliance with the law. Long-term leases of twenty-five years will be signed before a notary, others must follow as quickly as possible. »

The mayors of the sector say that these buildings should be reserved for farmers…

“There is a regrettable desire to argue on the part of certain elected officials. We don’t put new people in these buildings, some residents have been there for fifteen years, that’s the reality. We are working to find a solution to the situation we inherited from the State. What is the level of legitimacy or illegitimacy of people who have been in the same walls for so long? We assume our job: we try to find a solution that complies with the law so that residents can plan their lives. I think it’s more constructive than pointing out each time the small point that could cause a problem. »

So you reject the “accusations” of privilege?

“There is no privilege. We are obviously not going against the skills of mayors, who examine building permits in accordance with the Plui (local intercommunal urban planning plan). We don’t regularize just anyone. We regularize situations which do not pose a problem in terms of the law, people who have a project, whether agricultural or not. In this case, residents’ associations developing a project of a rather environmental nature, totally in line with the roadmap that we have set for the ex-Zad. »

Leases concern housing that has been diagnosed as “not decent”. This does not pose any difficulty?…
