Morocco and Spain recently signed an important agreement regarding the reciprocal exchange of driving licenses. This agreement, discussed during a Government Council in Rabat, marks a significant step in cooperation between the two countries.
The Governing Council, meeting Thursday in Rabat, took note of a new agreement in the form of an exchange of notes between the Kingdom of Morocco and the Kingdom of Spain. This agreement modifies that of March 8, 2004, signed in Madrid on February 29 and March 6, 2004, concerning the reciprocal recognition and exchange of national driving licenses. The Minister of Foreign Affairs, African Cooperation and Moroccans Abroad, Nasser Bourita, presented this agreement as well as a bill n°25-24 aimed at its approval.
The agreement aims to facilitate the recognition and exchange of driving licenses between the two countries. For Moroccan drivers, this means they will no longer need to retake the driving theory test when applying for a Spanish driving license. This simplification is particularly beneficial for Moroccans residing in Spain, allowing them to exchange their Moroccan licenses for Spanish equivalents without major complications.

However, there are notable exceptions. Drivers wishing to exchange their license for categories C, C+E, D and D+E, which generally concern large vehicles such as trucks and buses, will have to take a practical driving test on public roads. This additional examination will require the use of vehicles authorized by these specialized permits.
The new agreement is a reflection of the continued cooperation between Morocco and Spain, strengthening bilateral ties, particularly for Moroccan nationals living or working in Spain. Government spokesperson Mustapha Baitas highlighted the practical advantages of this agreement, saying it will facilitate the daily lives of Moroccan drivers abroad.
This policy change represents a significant step forward in improving the mobility of Moroccan citizens in Spain. The agreement will be implemented in Morocco once Bill No. 25-24 receives formal legislative approval. This legislative step is crucial for the entry into force of the agreement and the realization of its benefits for the citizens of both countries.
