Budget 2025: how much will the municipalities of and Pas-de- have to pay if the bill is adopted?

Lhe finance bill was presented Thursday October 10 by the government of Michel Barnier. In this project, communities will have to participate in the effort for 5 billion euros with the aim of making 60 billion euros in savings over one year in total.

More precisely, the State would give itself the possibility of taking up to 2% of the real operating revenues of communities, as long as their real operating expenses exceed 40 million euros. This means that smaller municipalities would not be affected.

According to calculations by Intercommunalités de , this would concern 420 communities. Thus, the municipality of will be one of the 10 cities which would contribute the most with 8,427,222 euros. For , the amount is 154,309,872 euros.

But the medium-sized towns of the and Pas-de- would also be involved, such as Gravelines, Béthune, , or Boulogne-sur-Mer. Cities that will have to make savings elsewhere or put investments on hold.

If we look at intercommunalities, the European Metropolis of Lille is in the top 3 of the largest contributors with 17,619,032 euros, behind the Métropole d’Aix--Provence (21,888,398 euros) and the Métropole de (49,965 634 euros).

Here again, the intercommunalities of Pas-de-Calais, such as that of Béthune-Bruay, Artois-Lys Romane or the Pays de Saint-Omer, would be involved.

If, at the departmental level, the Nord and Pas-de-Calais are not concerned, the Hauts-de-France region could be levied to the tune of 56 million euros according to calculations by Intercommunalités de France, which would place the region in third position of the most collected behind Auvergne-Rhône-Alpes (64.5 million euros) and Île-de-France (81.3 million euros).
