“We will have to hold on, be courageous”: behind the scenes of the preparation of a 2025 budget like no other

This September 9, the Kirk depression does not spare the Matignon hotel. Sheltered from the incessant rain, the Prime Minister brings together in a living room the parliamentary group leaders of his fragile coalition, combining right, center and Macronists. It’s about closing ranks before the shock of the budget presentation. “We will have to hold on, be courageous, I have no intention of hiding the situation of the public accounts,” says Michel Barnier. “Within two years, we will be the only country in Europe to have a deficit greater than 3%,” adds the Minister of the Economy Antoine Armand. While borrows more expensively than Spain and Portugal, the government wants to mobilize its support.

Elected officials then alert the Prime Minister. One speaks of the “need to educate French people, to whom we have been talking about a deficit for fifty years”. Another “to restore a vision” so that public opinion understands the need for this turn of the screw. Michel Barnier listens to them, without revealing the details of the finance bill, which will be on the table of the Council of Ministers, this Thursday, October 10 at 6 p.m.
