How to govern without a clear majority for a political bloc? This is the question that has been asked in France since the early legislative elections. The answer may perhaps be found in two of our European neighbors: Belgium and Germany.
In a very fragmented political landscape, Belgian conciliation has been at work for several months to form an executive made up of five parties. In Germany, coalitions have followed one another since 1949 to move the country forward despite the differences between the parties called to govern. Culture of compromise, tight negotiations, coalition contracts….
