Also, faced with the economic crisis which is shaking the country, accentuated by difficulties in the construction sector, the minister wanted to reassure. “The government is fully aware of the seriousness of the situation, but is actively working to address it. The economic development of Senegal can only be achieved through the commitment of everyone, government, private sector and territorial centers. We have a duty to tell the truth to the Senegalese and to build a relationship of trust,” he insisted. During this interview, the Minister of Urban Planning revealed that a strategic plan will be presented to the Senegalese on October 7. This plan, according to him, aims to provide concrete solutions to current challenges. Speaking on the financial management of the former government, particularly with regard to spontaneous calls for tenders without any real impact on the country’s economy, he specifies that the government took the time to analyze the accounts of the State to provide a complete and transparent diagnosis. “Rigour and transparency remain priorities for establishing solid relationships with international financial partners, notably the IMF,” he added.

Asked about the crisis in the construction sector, which has seen the shutdown of several construction sites, Moussa Bala Fofana wanted to reassure that this temporary shutdown does not compromise the country’s growth rate, despite concerns. “The 2% decline in the economic growth rate cannot be attributed solely to the cessation of work in the construction sector. Other factors, such as the undervaluation of the agri-food sector, must also be considered. For a decade, Senegal neglected this crucial aspect of its economy by focusing its efforts on infrastructure, which reduced the balance of exports,” he explained.

On the sensitive issue of recent summons to the Criminal Investigation Division (Dic), the minister wanted to remove any ambiguity. “Talking about restriction of freedoms is a bit strong,” he said, refuting accusations of repression. According to him, the reforms undertaken aim on the contrary to strengthen the rule of law and guarantee fair justice for all. “Senegalese Justice needs to play its role fully, while respecting legality and fairness, fundamental values ​​to ensure the stability of the Nation,” he insisted.

The Minister of Urban Planning also underlined that the actions of his government in matters of Justice “are to be celebrated, because they are part of a dynamic of transparency and strengthening of the rule of law, essential to maintain social peace and the stability of Senegal.
