Southern Alps. Towards the end of ’s Ukraine Terre d’Asile system?

Three hundred. This is the number of Ukrainian nationals, arriving in in the Hautes-Alpes, that France Terre d’Asile supports as part of the mission that the State has entrusted to this association. “We have a team of twelve people,” explains Coralie Carvin, director of the Ukraine system. But the latter should stop at the end of December 2024. A concern already raised at the beginning of September by one of the associations which supports the work accomplished: Solidarité Ukraine Champsaur Valgaudemar.

Until now, France Terre d’Asile has been mobilized on numerous operations since the start of the Russian-Ukrainian conflict. Including the reception area, that is to say very short-term accommodation for displaced people from Ukraine. But also citizen accommodation and rental intermediation. In this last scenario, which concerns around a hundred people, there is a sort of sliding lease: the displaced pay their rent to the association which, in turn, pays to the lessor.

After 2.8 million euros mobilized, the State promises to continue support

When requested, the services of the Hautes-Alpes prefecture ensure the State’s commitment to this issue in order to find solutions for those displaced from Ukraine. Across the department, a sum of 2.8 million euros was mobilized over two and a half years, according to state representation. Which ensures that the monitoring and support of Ukrainians will continue within common law systems. And this is because of the “temporary protection” status which remains granted to them by the Council of the European Union.

As for the future of the Ukraine program operated by France Terre d’Asile? This should stop, except in the case of exceptional financing. However, these annual credits are allocated within the framework of the State budget. A highly political subject which has not yet been presented to Parliament.
