Candidate, he will not be able to stand in the elections: “I have been removed from a home that I have occupied for 8 years in Mons!”

The young man from Montois’ electoral adventure ended following his residence being removed from the register.I have changed my address several times but I have always stayed in Mons since 2012″he explains. “I have been living in my current home for eight years. A year ago, I was removed from the register on the grounds that I did not live there. However, I was sharing a flat with my cousin and we had made a declaration to the local authority.”

At the time, the man from Montois said he presented his lease contract and proof of rent payment, almost 800 euros per month.I couldn’t have afforded to pay that amount without living in the apartment! The procedure was settled. But three weeks ago, I received a letter again explaining that I was being removed from the register! I was told that agents had come to the house, that a letter had been sent to me and that nothing had been answered.”

The main person concerned does not deny it: he was absent for several weeks. “I was at the Erasmes hospital with my wife because of a sickle cell crisis. I was unable to respond to requests. But I find it crazy that the conclusion of my prolonged absence is automatically a non-domiciliation and a removal from the register.” An appeal was immediately lodged with the Directorate General for Identity and Citizen Affairs.

Home investigation: what can the neighborhood officer do and what are your rights?

“I sent my rental contract and proof of payment of my rent, my landlord’s contact details, my energy consumption, etc. I was hoping that the situation would be resolved quickly, but the Mons municipal administration clearly needs to forward my file for a decision to be made. I am really at a loss. How could a deregistration procedure have been resolved in just a few weeks?”

Legally, the local officer conducts his investigation and transmits the results to the civil registrar. The latter makes a report to the College of the municipality which decides whether or not to deregister. The latter does not necessarily have to wait 6 months to proceed with the deregistration: it can do so before if it is certain that the accommodation is no longer occupied. If the municipality is not certain, the local officer must visit the home several times and leave a notice of passage or send a summons so that concrete proof of address can be provided.

I really have questions. I find myself deprived of local elections because I am supposedly not domiciled in a home that I have occupied for eight years! I am not often present, busy between my work, my studies, two children and community activities. But nothing justifies such an investigation being carried out and even less that I be removed from the register.”

A candidate for the Engagés, Pascal Attigossou was previously a member of the Young Socialists. “Of course, I wonder if this change was poorly received and if it is now a matter of political revenge. I can’t help but think so.” Alas, the man from Montois made a new request for domiciliation around ten days ago. “I’m waiting for the neighborhood officer, I don’t dare leave my house anymore for fear of being away when he comes.”

“Very serious accusations”

The city of Mons deplores such media coverage. “Recently, we have seen an increase in comments casting aspersions on the quality of the work of our administrative agents and our police colleagues.“, deplores the city’s spokesperson.”These are often very serious accusations. It is too easy to say that our agents lack seriousness or integrity as soon as one is unhappy with their personal situation.”

Without being authorized to comment on a personal case, the spokesperson continued: “A decision to dismiss is taken following a police investigation. If this is the case, it is because there are reasons. It is scandalous to doubt the work of our services and we remind you that our agents are not elected, they carry out their missions in a neutral and impartial manner!” While waiting to obtain a decision from the Directorate General for Identity and Citizen Affairs, Pascal Attigossou must resolve to simply provide support to his running mates. A situation that is reminiscent of a certain “Julie Taton saga.”
