A recent report of the Arab Monetary Fund (FMA) revealed a decline in the preparation of the Moroccan government for artificial intelligence, classifying it in 88th in the world and in the 11th Arab place, with an assessment of 43.34 points, stressing that the Morocco remains below the average in the global digitization index.

The United Arab Emirates dominate the Arab classification with an assessment of 70.42 points, placing itself in 18th in the world, followed by Saudi Arabia and Qatar. At the bottom of the Arab classification are Syria, Yemen and Somalia.

According to the unified Arabic economic report 2024, published by the FMA, “ The measurement of the preparation of governments to adopt artificial intelligence shows that the classification of Arab countries remains modest compared to other countries of the world, in number 193 ».

Despite the progress made and the growing adoption of information and communication technologies in Arab countries, the use of digital technologies reveals significant differences between countries and within them. In the countries of the Gulf Cooperation Council (CCG), the use of the Internet reaches almost 100 % of the population. On the other hand, the group made up of Morocco, Lebanon, Jordan, Palestine, Tunisia, Egypt, Algeria and Djibouti has an internet penetration rate between 60 % and 90 %.

The report specifies that ” These indicators make it possible to classify the countries of the Arab region into three main groups, despite the economic and social diversity of this area ». CCG countries are the first group, including the most advanced nations in the field, with digital infrastructure developed thanks to high investments and generalized internet use.

Morocco belongs to the second group, alongside Jordan, Egypt, Lebanon, Tunisia and Algeria, a country having experienced a more limited development of their digital infrastructure. The last group includes countries affected by conflicts, namely Yemen, Iraq, Syria, Palestine, Sudan and Libya, as well as the least advanced countries such as Mauritania, Comoros, Djibouti and Somalia .

The results of the digitization index show that Morocco is classified “ below average In this indicator. The highest value for Arab countries has been recorded in the United Arab Emirates, followed by Saudi Arabia, Qatar, Oman and Kuwait. On the other hand, the other Arab countries remain below the world average (0.57), which reflects a limited exploitation of information and communication technologies to strengthen their competitiveness in various sectors, according to the report.

In addition, the results of the development index of the “ electronic governance », Covering on 17 Arab countries among the 193 studied, confirm the domination of CCG countries in the Arab region in 2022. Conversely, the other Arab countries, in particular those affected by conflicts, occupy remote positions, reflecting The weakness of the use of digital technologies and the provision of electronic services in these states.
