The French government has adopted new measures aimed at “controlling migration flows, in particular by the fight against irregular immigration” and “strengthening the integration of foreigners in France”.
In a circular to the prefects, whose content is revealed by the daily “Le Figaro”, the Minister of the Interior, Bruno Retailleau, paid five years to “at least seven years” the duration of presence required on French territory For a foreigner who requests papers for exceptional admission to the stay.

According to this document, “exceptional admission to the stay of a foreigner in an irregular situation can only take place in the absence of a threat to public order”, calling for prefects “to systematically match the refusal of stay A measure having obligation to leave French territory ”.
France wants to give a strong signal concerning admissions to stay on its territory. First, there was a circular devoted to the piloting of migratory policies, then another on the strengthening of border surveillance. A third is devoted to relations with foreign consulates. The government has reactivated the ministerial committee responsible for migration affairs, in addition to the appointment of a special representative of the Minister of the Interior responsible for this issue.

-“For the purpose of guaranteeing effective integration, special attention should be brought to control of the French language by applicants,” reads the document. And to continue: “In this sense, the justification of a French diploma or of a linguistic certification, issued by an organization duly approved, or any other proof of a mastery of the language must be appreciated favorably”.
Likewise, regularization is only possible if the foreigner – which cannot, moreover to be polygamous – “undertakes, by contract, to respect the principles of the Republic”, explains Le Figaro.

Regarding workers’ foreigners, a list of tension professions in France will appear in February, according to the same source, to supervise the exceptional admission to the stay of professionals already inserted by work in hospitals, nursing homes, catering, construction, agriculture or boilermaking.
According to Le Figaro, the Retaille circular aims to reduce the flow of regularizations by about one third, to bring them from around 30,000 per year to 20,000.
