The Telecommunications and Postal Regulatory Authority (ARTP) recalls certain essential rules concerning the identification of subscribers to mobile telephone services in Senegal, applicable to all operators. These directives aim to regulate access to services while guaranteeing user security and compliance.
Limitation of the number of SIM cards per subscriber
Each subscriber, regardless of the operator (SONATEL, SAGA AFRICA HOLDINGS LIMITED, EXPRESSO, CSU or SIRIUS TELECOMS), can only have three SIM cards maximum per operator. This measure is intended to limit the risks of abuse, fraud and non-compliant use of telecommunications services.
Obligations linked to subscription
For individual subscribers:
- Mandatory physical presence : Customers must be physically present during subscription. If this is not possible, a legalized power of attorney is required for absent subscribers.
- Required documents :
- ECOWAS nationals and nationals must present a National Identity Card (CNI) or a valid passport.
- Foreigners from outside ECOWAS must provide a valid passport.
For businesses and other organizations:
- Companies must present their commercial register and their NINE.
- Embassies and other accredited international organizations must provide a private law contract.
Objectives of these measures
-These rules, which arise from article 36 of law no. 2018-28 relating to the Electronic Communications Code, aim to:
- Guarantee the traceability of users of telecommunications services.
- Strengthen data security and fight against abuse.
- Facilitate regulatory control of operators and their commercial partners.
Call for strict enforcement
The ARTP insists on the responsibility of operators and points of sale to apply these measures in their entirety. The populations, for their part, are called upon to respect the requirements by providing the necessary documents and limiting their number of SIM cards per operator.
