Since January 1, 2025, the canton of Neuchâtel has had a single fund to encourage apprenticeship and professional development. The two organizations initially in place merged to become the Fund for Learning and Professional Development (FAPP). This new fund pursues the same objectives and offers the same services as the two funds it replaces. The FAPP is administratively attached to the post-compulsory training and guidance service (SFPO).
Established in 1999 and 2020 respectively, the Fund for training and professional development (FFPP) and the Fund for encouraging initial professional training in dual mode (FFD) merged to become the Fund for apprenticeship and professional development (FAPP). This merger of two funds which aimed at the same objectives was adopted by the Grand Council in March 2024. It allows more efficient management of the support granted to professional training partners.
Similar financing and services
The new FAPP pursues the same objectives as the two funds it replaces. Around ten services aim to financially support professional training in the canton. This involves, for example, an annual bonus paid to training companies based on the number of apprentices, participation in the financing of inter-company courses, the operating costs of learning centers or even promotion. vocational training and trades. These grants are intended for training companies, professional associations, organizations in the world of work (ORTRA) and learning centers. The FAPP also supports the continuing training and professional development of employees in the canton of Neuchâtel.
The financing mechanism remains unchanged. The FAPP is funded by a contribution calculated on the payroll subject to the AVS of employers in the canton of Neuchâtel. From 2025, the contribution rate rises to 0.507% of the payroll, the result of adding the old rates of the FFD (0.42%) and the FFPP (0.087%). Contributions are collected by the family allowance funds which transfer them to the FAPP.

The FAPP is managed by a Management Council made up of employer, union and institutional representatives. Attached to the State, it is administered by the post-compulsory training and orientation service (SFPO). The new fund is based in La Chaux-de-Fonds. All FAPP services, as well as their conditions and terms of grant, are available on the website www.fapp-ne.ch.
