These reactions follow revelations from - concerning the flaws in the prison system while there is a marked increase in the number of offenders who change their sexual identity upon leaving prison, on parole.
In a report on the case of sex offender Jérémie Perron, who became Jennifer (new window)relatives of his victim explained that they learned by chance of the attacker’s transition while meeting him in Saguenay-Lac-Saint-Jean. They blame the authorities for not having been informed. Correctional Service Canada, however, defended itself by saying that the law does not allow the gender change of a criminal to be disclosed to victims.
When there are laws that become obsolete, it is our duty to review them
said the Bloc Québécois spokesperson for public security, Kristina Michaud.
The MP believes that Minister David McGuinty, who has been in office for less than a month at Public Security, must prioritize this issue despite the political crisis in Ottawa.
I think that the new Minister of Public Safety would have every interest in sitting down with Correctional Service Canada and seeing how this phenomenon is growing and how we could improve the law. It really is a matter of public safety for the victims and their loved ones. Especially in the case where there is a conditional release and the offender finds himself in the same community as the victim and his relatives, without them being able to recognize him because there has been a change of identity
maintains Kristina Michaud.
Data obtained by - from federal correctional services shows that the number of inmates and conditionally released offenders who request accommodation measures related to their gender identity or expression has doubled in the country between 2020 and 2024. The law is not adapted to this new reality, experts believe.
The case of Jennifer Perron also raises questions about the real motivations of offenders to change their gender. Relatives of his victim recall that the attacker committed a violent sexual crime on a minor while he wore a disguise to hide his identity. They are therefore convinced that his transition is a new way of hiding his identity and his criminal record.
Criminologist and sociologist Maria Mourani said she understood their fears and called for prison authorities to assess offenders’ gender dysphoria.
-This proposed change to the law was taken up by the Quebec lieutenant of the Conservative Party, Pierre-Paul Hus.
It is imperative to protect victims and institute rigorous assessment to prevent identity changes from being used to manipulate the system.
In light of the facts exposed concerning Jennifer Perron, the Bloc Québécois also says it is in favor of an addition to the law to force correctional services to ensure that the approach of transgender criminals is sincere.
This is worrying. This is not the first case we have seen. Given that this is an increasingly present phenomenon, I think that we must ask ourselves these questions, that we must better evaluate an inmate or a person on parole who is in this situation.
adds Kristina Michaud.
There is in particular the case of the murderer Mohamad Al Ballouz (new window)which became Levana in prison, which recently hit the headlines.
Pierre Paul-Hus, who aspires to form the next government with his leader, Pierre Poilievre, however holds the Liberals and the Bloc responsible for this public security problem.
The Liberal government’s irresponsible policies, with the help of the Bloc, have triggered a wave of crime in our once safe neighborhoods. Bill C-5, supported by the Bloc, removed mandatory imprisonment for violent crimes and allowed criminals to serve their sentences at home. Furthermore, Bill C-75, also supported by the Bloc, made it easier for criminals to be released on bail.
accuses Pierre-Paul Hus.
Only common sense Conservatives will prioritize the rights of victims and the safety of Canadians
he said.
