The Departmental Assembly elects the day after the departmental elections an executive, headed by a president of the Departmental Council, assisted by a bureau bringing together the vice-presidents.
The president
Christelle Hiver is president of the Somme Departmental Council since the December 23, 2024.
His current mandates:
– departmental councilor of the canton of Doullens since 2015
– municipal councilor of Doullens since 2001
– president of the Community of Communes of the Northern Picardie Territory since 2020
His previous mandates:
– vice-president of the Somme Departmental Council in charge of human resources and departmental administration from 2015 to 2024
– mayor of Doullens from 2020 to 2024
– deputy mayor of Doullens from 2008 to 2020
– vice-president of the Community of Communes of the Northern Picardie Territory from 2017 to 2020
– vice-president of the Doullennais community of communes from 2014 to 2017
The role of the president
The president of the Departmental Council is the central figure of the Department and the executive.
She is responsible for the proper functioning of the Departmental Assembly which she leads.
She decides the content and agenda of each session. It prepares and executes the decisions of the Deliberative Assembly. She is thus the authorizer of the Department's expenditure and prescribes the execution of departmental revenues.
-To implement the decisions taken by the Departmental Assembly, it relies on the departmental administration over which it has authority (more than 2,300 agents who exercise 140 professions on a daily basis). She is supported in this by the general director of services.
