In 2023, the Kingdom Ombudsman Institution received a total of 7,226 files, including grievances, complaints, and requests for settlement, as well as spontaneous initiatives. This represents an increase of 22.14% compared to 2022.

According to the 2023 annual report of this constitutional institution responsible for defending the rights arising from conflicts between the administration and users, and contributing to the anchoring of the rule of law, justice, and transparency in management public, grievances constituted the majority of files. More than 5,374 “grievance files”or more than 70% of the total, were recorded in 2023, continuing an upward trend compared to 2022.

Furthermore, the institution received 1,836 « dossiers d’orientation »deemed outside its field of competence, as well as nine requests for expansion of competences and seven spontaneous initiatives.

People in vulnerable situations submitted more than 1,000 applications, placing themselves at the top of the beneficiaries. Moroccans living abroad submitted 415 files, followed by widows with 251 files.

The report highlights that the increase in files from these social categories represents a challenge for the administration, requiring increased efforts and improvement of response mechanisms in order to satisfy their specific needs.

In terms of nationalities, Moroccans come well ahead with 7,165 files, followed by Syrians (16), French (7), Egyptians (5), and other nationalities.

Regionally, investment-related grievances took first place.
At the sectoral level, the Ministry of the Interior recorded the greatest number of grievances (1,447), followed by the Ministry of Finance and the Economy (780) and that of National Education, Preschool Education and of Sports (571).

The report attributes the notable increase in grievances in the tourism, crafts, and social and solidarity economy sectors (from 11 complaints in 2022 to 427 in 2023) to the “Forsa” program.

In addition, files related to administrative management dominated with 2,252 complaints, followed by financial files (1,597) and those linked to the consequences of the Al Haouz earthquake (109).
