In Brittany, after those of Armorique and the Gulf, what is this new PNR just created?

Years and years of work, committed from 2008. And then the deliverance after so much effort when the last October 19, the Prime Minister, at the time still Michel Barniersigned the decree giving birth to the Rance Valley – Emerald Coast regional natural park.

It brings together 66 municipalities and three intercommunalities (Dinan Agglomération, Saint-Malo Agglomération and Communauté de communes de la Côte d'Emeraude) of two departments (Côtes-d'Armor and Ille-et-Vilaine), and the Region is a stakeholder.

Six vice-presidents

Their representatives, on November 22, elected the union office (16 elected officials) of the brand new mixed union which will preside over the destiny of the PNR.

Didier Lechienmayor of Dinan (Côtes-d'Armor) will be at its head, with six vice-presidents at his side:

• Carole Le Béché for the Brittany Region, in charge of foresight, evaluation and climate (and representative of the scientific council);
• Solenn Meslayrepresentative of the Côtes-d'Armor department and elected representative of Pleslin-Trigavou, in charge of finances and general administration;
• Yann Godetrepresentative of Dinan Agglomération (mayor of Plouër), in charge of planning, landscapes and renewable energies;
• Arnaud Carrémayor of Quiou, for cultural heritage, mediation and education;
• Jean-Francis Richeuxmayor of Saint-Père-Marc-en-Poulet, responsible for nature and biodiversity;
• Sylvie Sardinfor Le Minihic-sur-Rance, and who will take care of the local economy and innovations (referent of the economic council).

First major project (already started) for the mixed union: it will take over the means of the association Emerald Heart and its twelve employees, who had supported the creation of the park with elected officials.

They will form the permanent technical team of the union and will be responsible for work ofengineering for the assembly of files and the fundraising.

Territory of excellence

The joint union will also recover the two houses Nature (from the Faluns to Tréfumel and from La Rance to Lanvallay) of Dinan Agglomeration and their six employees.

Then at the beginning of 2025 the PNR consultative bodies will be set up, the scientific council and prospective (already installed), the economic advicethe associative council and the residents' council.

For its operation, the joint association of the Vallée de la Rance – Côte d'Emeraude regional natural park will rely on a budget of 1.4 million eurossupplemented by contributions from local authorities.

“The PNR is not an additional administrative layer and should not be seen as the enclosing of a territory. On the contrary, it must appear as a territory of excellence through its capacity to innovate and implement actions while preserving our heritage,” summarized Didier Lechien. Also decided to “support our farmers and our businesses in their transitions”, with this ambition: “to convince rather than constrain”.

There exists 59 regional natural parks In France. This one is the third in Brittany, after those of Armorique and the Gulf of Morbihan.
