Last Thursday, December 5, the steering committee of the Skills Investment Plan (PACTE) was held in the Region. This steering committee was the occasion for a follow-up assessment of the memorandum of understanding signed between the State and the new regional mandate concerning the regional commitments made within the framework of the PACTE since its recontractualization in 2022 by President Huguette Bello .
As a reminder, the former mandate had chosen to renounce the signing of this state aid system concerning access to professional training for Reunionese job seekers. The concerted State-Region assessment presented in this steering committee is edifying. It demonstrates the effort made by the Réunion Region and its unprecedented commitment to professional training, to fight against unemployment among Réunion residents leaving the school system.
From 2022 to 2024, the opportunity for Reunionese job seekers eligible for PACTE to access professional training has tripled, going from 2,000 to 6,900 training places available in Reunion.
The Réunion Region is meeting its commitments made on the regional PACTE for investment in skills and even well beyond, thanks to a sustained effort by the regional community backed by an effective partnership with the services of the 'State.
This dynamic on the PACTE is also part of a record context of the dynamics of access to professional training in Reunion Island. The Region has chosen to resume its position as leader in vocational training, in order to support Reunion Islanders towards qualification and employment when they leave the school system.
After two years of work, this ambition is materialized by a doubling of the total number of professional training places in the territory, going from 6,000 places available in 2022 to more than 13,000 places available in December 2024, an increase of 116%. .
In 2024, more than 13,000 Reunion Islanders will therefore be able to access training in strategic economic sectors. Training efforts focused on promising and emerging sectors for the economic development of Reunion Island. These concerted choices with economic players and institutional partners aim to combat mass unemployment to respond to both labor market tensions and economic transitions.
This dynamic was made possible thanks to exemplary collaboration between the State, the Réunion Region and France Travail. The regional authority's exceptional investment of more than 100 million euros, including 80 million euros for educational costs and trainee remuneration, includes contributions from Europe and the State. This funding reflects the regional ambition to combine quantity and quality of training offers.

In 2025, in a national context marked by budgetary uncertainties, the Region and its partners are more mobilized than ever to maintain a strong commitment to increasing the skills of Reunion Islanders. Anticipating needs in the public works sector in anticipation of major future projects (ÉcoCité, Route du littoral, high schools, etc.) remains a priority.
The continuation of the PACTE represents more than ever an essential lever to respond to professions in tension and to economic and social transitions. The Region also reaffirms its desire to improve the quality of training systems in order to guarantee effective training adapted to the realities of the job market. Finally, a particular effort will be made to combat peripheral obstacles to training.
