The Ministry of Finance and Budget of Senegal formally denied, in a press release, the information relating to a fundraising “unsuccessful” in the regional financial market. The minister describes these allegations, relayed on social networks and in certain media, as “disinformation” et “malicious” and reserves the right to take legal action against the authors and accomplices of this information “likely to cause harm” like Senegal.
The Ministry of Finance and Budget reacted to the broadcast of “false” information regarding a “supposed unsuccessful fundraising » on the regional financial market of the West African Economic and Monetary Union (UEMOA), last November. “The Ministry of Finance and Budget (MFB) informs the public that false information referring to a supposed unsuccessful fundraising on the regional financial market, was published in a local daily and relayed on the online press, at the radio, as well as on social networks. The Ministry of Finance and Budget formally denies this unfounded information and vigorously denounces a malicious attempt aimed at damaging the image of the country.we read in a press release from the MFB of Senegal.
The document bearing “Official denial regarding false information on supposed unsuccessful fundraising from Senegal”notes that «l“issuance of public securities on the regional WAEMU market meets strict and transparent rules and procedures, which Senegal scrupulously respects in the implementation of its debt strategy”.
Thus, recalling the procedure, the source notes that “Senegal’s interventions in the regional securities market are based on a forecast annual calendar transmitted to the UEMOA-Titres Agency in February 2024. This calendar, which is subsequently communicated to investors, is purely indicative. As such, any issue must be confirmed by the issuer via the transmission of a form TIT-610), validating the organization of an auction of Treasury bills or bonds.
And to add: “The UEMOA-Titre Agency then distributes to all national directorates of the BCEAO and to authorized investors the official documents relating to the operation, in particular the notice of call for tenders, the document of terms and conditions as well as any other necessary information. At the end of each broadcast, the results and a detailed report are also published.
…AND THREATS OF LEGAL PROSECUTION THE AUTHORS AND COMPLICES OF THIS INFORMATION
Therefore, informs the ministry, the broadcast scheduled for November 29, announced in an indicative schedule published in February, was ultimately not confirmed. This cancellation results from the exceptional mobilization of November 15, 2024, which made it possible to collect 92 billion FCFA, surpassing the initial forecasts of 25 billion FCFA. This financial success, combined with other external financing, “made it possible to improve cash flow and cancel the issue initially planned for November 29, 2024. These adjustments demonstrate rigorous and optimized management of Senegal’s public finances”, specifies a second press release from the Communication Unit of the Ministry of Finance and Budget entitled “Clarification on the case of the November 29, 2024 broadcast”.
Enough for the ministry to call “the public to be vigilant in the face of these disinformation campaigns and reserves the right to prosecute the authors and accomplices of these acts likely to harm the reputation of Senegal and the confidence of its partners”, concludes this source.
