Anger is brewing in Achères (). On strike this Thursday, December 5, 2024, more than one hundred municipal agents went to town hall to protest against the elimination of their retirement bonus.

He contests this decision which should be presented to the municipal council on Wednesday December 11, 2024. “We don't understand why this is happening now,” says Sandrine Giraud, city employee and general secretary of the CGT des territorials. 3-4 years ago, a total of €100,000 was distributed, we would have understood more. But this year, it's only 38 000 €. »

“There are fewer and fewer people staying and retiring in Achères. Next year, retirements will cost €20,000. It's almost nothing. It's a political decision. »

The City received the strikers at the town hall in the morning for almost an hour to explain this choice. A decision which follows, according to her, the report of the Regional Chamber of Accounts (CRC) which inspected the commune two years ago.

What is the annual compensation supplement?

This annual compensation supplement will be paid to all staff, i.e. approximately 550 municipal agents. According to the law, it takes into account the professional commitment and manner of serving of the civil servant, evaluated during an annual professional interview by the direct superior.

“We decided that the money from the retirement bonus would be repaid within the framework of this CIA, taking the highest amount, at the peak of retirements 3-4 years ago , or €100,000, almost three times the 2024 envelope, deciphers Jean-François Demarez, who also highlights the difficulty of completing the 2025 budget. It comes back at an additional €180 at the end of the year if all agents receive it. »

“These two bonuses are based on the same municipal decision, so we are not safe from both being eliminated. In addition, it dates from before 1986, so it is not regulatory to delete it. »

No guarantee according to the unions

“The CIA will only be put in place in 2025, that’s a white year not to pay anything for the town hall, also underlines Sandrine Giraud. And the mayor can set the CIA to zero whenever he wants, so we have no guarantees either. We do not tolerate that,” retorts Sandrine Giraud.

Jean-François Demarez answered him. “I guarantee you that the end-of-year bonus and the CIA will exist. We we will record it in writing and in municipal council. Until the end of this mandate, in 2026. But I cannot guarantee it after, because there will be municipal elections and I cannot know the decisions of the new municipal team. »
