The Telecommunications and Postal Regulatory Authority (ARTP), in a press release made public, published the list of 17 companies authorized to carry out postal operations and services

“The Telecommunications and Postal Regulatory Authority (ARTP) brings to the attention of the public, in particular billing companies, banks, insurance companies and other companies issuing invoices, statements or documents that, in accordance with articles 27 and 28 of the Postal Code, the exercise of postal activity is subject to the prior obtaining of a mail operating license issued by order of the Minister responsible for posts, after advice from the regulatory institution.

In application of said provisions, the companies currently authorized to carry out postal operations and services, in particular collection, sorting, routing and distribution of mail are the following:
La Société nationale La Poste, EMS, DHL, Flash Car, Speedex, Coudou, Africa Global Logistics, Globex, Rapidos, Tiak Tiak, Tex Courrier, Unipax, 2w Logistics, Carapide, Paps, Kaz Logistics, Africa Courrier Central.

At the same time, the ARTP informs the public that under Articles 19 and 20 of the Postal Code, the following services are reserved for the National Company La Poste, designated provider of the universal postal service:
– collection, sorting, routing and distribution:
• national and international shipments weighing less than or equal to 500 grams for ordinary mail;
• franked items up to 5 times the rate of the first weight scale and less than or equal to 500 grams;
– direct mail and services relating to registered mail and insured mail.

Consequently, the ART recalls that the exercise of a postal activity without a license or the operation of a service reserved for the service provider in charge of the universal postal service, are punishable by the penalties provided for in articles 43 and 45 of the Postal Code. .
It is important to specify that the provisions recalled above as well as the entire applicable regulatory framework aim to promote harmonious development of the postal sector, in a context of healthy and fair competition.

The objective pursued is essentially to ensure the provision, throughout the territory, of accessible postal services, respecting standard safety and quality standards.
