Mr President,
In a tense social context, you convened a CSA this afternoon with the subject on the agenda:
- the report of the occupational health and safety inspector (49 recommendations without any written observation from the DSPIP!)
- the budgetary situation (without any working document)
- the electronic surveillance center (again, without a working document).
Regarding occupational health and safety issues, the inspector's report points to a series of multiple difficulties (including asbestos, poor risk assessment, registers not or poorly implemented, several missing audit reports, pigeon droppings, etc.)
For asbestos, no serious working document is provided to us: no risk assessment (DUERP), no official document regarding the dust measurements taken before, during and after the work, no removal plan however communicated to the labor inspectorate, no exposure sheet transmitted, etc.)
Worse, for a subject as important as anxiety-provoking, the prevention doctor is not even present even though he would have been the only one who could reassure the agents or explain to them the risks involved.
Mr President, how can you dare to deal with a subject as important as asbestos without analysis or working documents, in the absence of the prevention doctor, all while botching the multiple subjects (49 OHS recommendations + budget + PES) over half a day???
Under these conditions, the UFAP UNSa Justice requests the re-convening of a specific CSA OVER AN ENTIRE DAY and in the presence of the competent interlocutors: the prevention doctor and the Personnel social worker.
In the current state, both in the absence of competent interlocutors and in the absence of mandatory documents, the UFAP will not participate in a sham of botched social dialogue.
The contempt displayed today towards staff reflects the more general behavior of the administration towards agents with regard to illness with the establishment of three days of waiting as well as reduction in sick leave pay.
The UFAP UNSa Justice cannot condone such attacks on the back of the health of agents, whether local or national, and reaffirms its request for postponement, its boycott today as well as its call for massive mobilization this December 5 .
