After the rehabilitation work crossing the village, on the RD 32, the financial situation is complicated in Puéchabon which has been waiting for the release of the balance of subsidies since June. The Department indicates that “the procedure is following its normal course.”
As Christmas approaches, doubts are growing in Puéchabon. “Currently, we do not know if the treasury will agree to pay the next mandates, including that of the agents’ pay”breathes Sylvie Bomy, first assistant at Puéchabon.
While, due to the local political situation, municipal expenditure is subject to the review of the Regional Chamber of Accounts, the situation is further complicated in the village whose crossing was refurbished before the Tour de France in mid-July. .
Car “if a community or other actor blocks the payment of subsidies, the municipality's little cash flow is absorbed when paying invoices linked to major works and the municipality quickly finds itself suffocated”diagnoses the chosen one.
Or, “since June, we are still waiting for the balance invoice from the Department which records the final amount of the total work expenditure”. In the meantime, the municipality, which finances 20% of the total amount, must also advance expenses before receiving subsidies which are desired.
A complicated financial context
Result, “the municipality risks finding itself under supervision simply because these subsidies have still not been released”fumes the mayor, Xavier Peyraud, who specifies that the cash flow had been anticipated well in advance of the work
. And the local concern echoes the context of a Department whose president, Kléber Mesquida, indicates that the financial situation is critical.“We are more than in the fog, we are underwater”
formulates the leader of the departmental majority while ensuring that the aid voted, co-financed by the State and/or the Region, will also be honored by the Department. Contacted by us, the departmental services also confirm that the town crossed by the RD 32 is not forgotten: “
The Department is in close contact with the municipality of Puéchabon in the context of carrying out work expected for the territory. The desire of the departmental community is to do everything possible to ensure that it does not penalize the communities' cash flow. To this end, regular discussions have taken place with the municipality and in recent days it has been informed that in the coming days it will have all the elements enabling it to contact the co-financiers. The procedure follows its normal course and any difficulty raised is independent of the action of the departmental community.”
For the subsidies to be delivered: “The Department must issue the invoice for the balance. This is the document that we are still missing today. This invoice will then be sent to the Public Treasury in order to settle the balance. From there , we can release the subsidies,” explains Xavier Peyraud. For now, the municipality has advanced €220,000 in equity. “We are awaiting the release of €150,000 from the Department and €135,000 from the State”
