In Senegal, the President of the Republic Bassirou Diomaye Faye has made several appointments. These promotions were made at the Council of Ministers on Wednesday, July 3, 2024.

Bassirou Diomaye Faye promotes around thirty personalities in Senegal

Several personalities were promoted by the Head of State Bassirou Diomaye Faye this Wednesday in the Council of Ministers. The current strongman of Senegal took advantage of this government conclave to inject some fresh air into the administrations. Thus, he proceeded to appoint 33 personalities to top positions in the administrations at the presidency, the Prime Minister’s office and then in ministries.

At the Council of Ministers on Wednesday July 3, 2024, the President of the Republic took the following decisions:

  • Under the Presidency:

Mr. Lansana Gagny SAKHO, holder of a doctorate in Business Administration, is appointed Chairman of the Board of Directors of the Agency for the Promotion of Investments and Major Works (APIX), replacing Mr. Abdou FALL;

Mr. Fall MBAYE, holder of a doctorate in electronic engineering, is appointed Director General of the National Institute of Oil and Gas (INPG), replacing Mr. Aguibou BA.

  • Under the Prime Minister’s Office:

Colonel Amadou Ousmane BA of the National Gendarmerie, previously Director of Control, Studies and Legislation at the Ministry of the Armed Forces, is appointed Director General of Surveillance and Control of Land Occupation, replacing Colonel Papa Saboury NDIAYE, who has been called to other functions.

  • Under the Ministry of the Interior:

Mr. Abdoul Wahabou SALL, Controller General of Police, is appointed Deputy Director General of the National Police, replacing Mr. Modou DIAGNE, who has been called to other functions.

  • Under the Ministry of Justice:

Mr. Aliou NDIAYE, holder of a professional master’s degree in management sciences, payroll number 602 214/C, is appointed Director of General Administration and Equipment at the Ministry of Justice, replacing Mr. Abdoulaye SY, who has been transferred to other functions.

  • Under the Ministry of Infrastructure and Land and Air Transport:

Mr. Pape Abdourahmane DABO, Public Works Engineer, is appointed Chairman of the Board of Directors of AIBD SA, replacing Mr. Abdoulaye TIMBO.

Mr. Atoumane SY, Road Safety Specialist and holder of a Diploma of Advanced Studies (DEA) in Geography and Regional Planning, is appointed Director General of the National Road Safety Agency (ANASER), replacing Cheikh Oumar GAYE.

Mr. Ibrahima SALL, Geotechnical Engineer – Road Expert, is appointed General Manager of the Société Autoroutes du Sénégal (ADS), replacing Mr. Aubain SAGNA, who has been called to other functions.

  • Under the Ministry of the Environment and Ecological Transition:

Colonel Ibrahima GUEYE, curator of national parks, is appointed Director of National Parks, replacing Mr. Bocar Thiam who is entitled to claim his rights to a retirement pension;

Mr. Aliou NDIAYE, associate professor in plant biotechnology, is appointed Executive Director of the National Biosafety Authority, replacing Mr. Ousseynou KASSE, who has been called to other functions;

Colonel Lamine KANE, curator of national parks, is appointed Permanent Secretary of the National Biosecurity Authority, vacant post;

Mr. Modou Fall GUEYE, holder of a doctorate in plant biology, is appointed Director of the Center for Environmental Education and Training, replacing Mr. Gora NIANG, who has been called to other functions.

  • Under the Ministry of Higher Education, Research and Innovation:

Mr. Serigne Mbacké LO, Computer Engineer, is appointed Director of the Regional Center for University Social Works of Thiès, replacing Mr. Cheikh SALL;

Mr. Jean Birane Gning, full lecturer, is appointed Director of the Regional Center for University Social Works of Sine Saloum, replacing Mr. Ousseynou Diop;

Mrs. Fama Dieng, a lawyer specializing in logistics and port management, is appointed Director of the Regional Center for Social University Works of Diamniadio, replacing Moussa Hamady SARR;

Mr. Salif Baldé, holder of a doctorate in educational sciences, is appointed Director of the Regional Center for Social University Works of Ziguinchor, replacing Mr. Sana MANE.

  • Under the Ministry of Industry and Commerce:

Mr. Momar Talla GUEYE, CAMES Research Director, previously Director of Research and Development at the Food Technology Institute, is appointed Director of the Food Technology Institute, replacing Mamadou Amadou SECK, who has been granted retirement pension rights.

  • Under the Ministry of Family and Solidarity:

Mrs. Assiah DIOP, holder of an Industrialization Engineering Diploma specializing in Entrepreneurship Financing, is appointed Director General of Community Development and Promotion of Equity, replacing Mr. Mousse Bar Faye;

Mrs. Fatoumata Bintou DIEDHIOU, holder of a Master 2 in Project Management, is appointed Director of Social Equity, replacing Mrs. Fatou DIAGNE;

Mr. Ely Paul BIAGUI, previously regional director of the southern pole of Community Development, is appointed Director of Community Development, replacing Mr. Khadim SYLLA;

Mrs. Saye CISSÉ, holder of a Master 2 in Biogeography, is appointed Director of Territorial Equity, replacing Mr. Abiboulaye LO;

Mrs. Fatou BA, holder of a Master 2 in Financial Engineering and Taxation Law, is appointed Director of Promotion of Children’s Rights and Protection, replacing Mr. Ibrahima GUEYE;

Mrs. Nancy NDOUR, holder of a doctorate in Sociology of Education, is appointed Director of Women’s Economic Empowerment, vacant position;

Mr. Edmond KAMARA, Civil Administrator, payroll number 624 555/C, is appointed Director of General Administration and Equipment at the Ministry of Family and Solidarity.

  • Under the Ministry of Urban Planning, Local Authorities and Regional Development:

Mr. Baye NIASS, Design Engineer in Construction, specializing in Bridges and Roads, is appointed Director General of the Agency for the Construction of Public Buildings and Edifices, replacing Mr. Hamady DIENG;

Mr. Serigne Cheikh BAKHOUM, Inspector of the Prison Administration, payroll number 659 489/E, is appointed Director of General Administration and Equipment at the Ministry of Urban Planning, Local Authorities and Regional Development;

Mrs. Sophie DIONE, environmental expert, is appointed director of the Project for the Promotion of Integrated Management and Economy of Solid Waste (PROMOGED), replacing Mr. Cheikhou Oumar GAYE;

  • Under the Ministry of Health and Social Action:

Mr. Ousmane CISSE, holder of a doctorate in medicine, is appointed Director General of Health, replacing Doctor Barnabé GNING;

Mr. Seydou DIALLO, holder of a doctorate in pharmacy, is appointed Director General of SEN-National Pharmacy Supply (SENPNA), replacing Doctor Fatou Faye Ndiaye DEME;

Mrs. Fatou Bara NDIONE, biomedical engineer, payroll number 613.850/E, is appointed Director of Infrastructure, Equipment and Maintenance at the Ministry of Health and Social Action, replacing Mr. Amad DIOUF;

Mr. Malick DIALLO, holder of a doctorate in human resources management, is appointed Director of Human Resources at the Ministry of Health and Social Action, replacing Awa Fall DIAGNE.

  • Under the Ministry of Agriculture, Food Sovereignty and Livestock:

Mr. Mamadou Lamine DIOUF, Economist, payroll number 610 992/C, is appointed Director of General Administration and Equipment at the Ministry of Agriculture, Food Sovereignty and Livestock.

  • Under the Ministry of Microfinance and Social and Solidarity Economy:

Mr. Abdou Diaw, holder of a doctorate in Islamic finance, is appointed national coordinator of the Islamic Microfinance Development Program, replacing Ms. Aminata DIAO.
