L’The hypothesis of a France without a budget is no longer improbable. The Constitution does not provide a remedy for the rejection of a budget at the final stage of its examination in the National Assembly. What's more, a rejection taking the form of a motion of censure dismissing the government which would have gone so far as to take responsibility for the text. Such a rejection, culminated in the political crisis born from the dissolution, would affect the regular functioning of the institutions. Lack of finance law on 1is January 2025, there would be no more authorization to collect taxes, no more public spending, no more borrowing authorization… The State would be paralyzed, leading to devastating consequences for society as a whole.
So, what solution should we find? Four are possible.
