On the occasion of the International Day for the Elimination of Violence Against Women, the government made a series of measures intended to fight against “this scourge“. This concerns in particular the chemical submissionwhich consists of the administration of psychoactive substances to an individual, often a woman, without their knowledge, for the purposes in particular of assault and rape.
This process was highlighted with the trial of the Mazan rape casein which Gisèle Pelicot was drugged by her husband and then raped by dozens of men. This affair with international resonance “will mark a before and an after”estimated Prime Minister Michel Barnier, traveling to the Women's House at the Hôtel-Dieu in Paris.
In this context, he notably announced that chemical submission detection kits will be reimbursed by Health Insurance, on an experimental basis, and that “each department will have a women’s center before the end of 2025“.
Chemical submission detection kits reimbursed, on an experimental basis
To better prevent and support victims of chemical submission, chemical submission detection kits will be reimbursed by health insurancein several departments“, on an experimental basis and according to a timetable yet to be defined, announced the Prime Minister. “We are going to experiment with reimbursement by Health Insurance for kits to detect the chemical submission of potential victims.”he indicated.
A little earlier today, the Secretary of State for Equality between Women and Men, Salima Saa, had already announced on franceinfo the launch this week ofan information campaign to help potential victims of chemical submission.
The government relaunched a mission on the subject in October, entrusted to RDSE senator Véronique Guillotin and Modem deputy Sandrine Josso. The latter had notably recommended that pharmacies be able to issue, on medical prescription, to women who believe they have been drugged, a “detection kit” or “morning after kit” with “bottles for collecting urine”, useful addresses and “all the steps to follow” to access the evidence.
Measures to combat “this scourge” of violence against women
The Prime Minister also confirmed that the government would implement several measures to improve the fight against violence against women.
Salima Saa notably announced this Monday morning the expansion of the complaints system in hospitals and the strengthening universal emergency aid. “From the end of 2025, it will be possible for women to file a complaint in every hospital with an emergency or gynecological department“, confirmed the Prime Minister. This represents 377 structures, according to figures from the Secretary of State in charge of Equality between women and men.
Also, the resources devoted to emergency aid will increase from 13 to 20 million euros, to allow “to support more women and shelter them” by helping them leave their homes. This financial aid of between 300 and 1,400 euros made it possible to help “33.000“women between”December 2023 and October 2024″, recalled Michel Barnier.
Finally, “each department will have a women's center before the end of 2025the budget provides the necessary credits”also indicated Michel Barnier.
The fight against violence against women “is a social issue, a just and necessary fight“, underlined the Prime Minister, recalling that the fight against “this scourge” East “a long way“.
