Things are becoming clearer. The Zweyacker architectural firm, responsible for ensuring the project management of the rehabilitation operation of the Bellocq-Adidas wasteland, in accordance with the guidelines defined by the architectural, technical and financial program, has just delivered its detailed preliminary project .
In addition to the plans and technical notes descriptive of the operation, the detailed preliminary project establishes a final estimate of the projected cost of the work, and a timetable.
Exceptional site
The site of the former shoe factory occupies no less than 6,000 square meters of space in the city center, in a strategic location, opposite the station, the future multimodal hub. Its rehabilitation meets general objectives, starting with the requalification and safeguarding of this industrial architectural heritage by breathing new life into an exceptional site. It must also allow residents to reclaim the place, while meeting the needs of local economic and associative actors, or visitors to the area, by connecting it with a rapidly changing neighborhood (creation of the multimodal exchange hub, travel of college…) and the city in general. Ultimately, this project aims to strengthen the attractiveness and revitalization of the city center.
Completely renovated and requalified, the site will house a third place with a socio-cultural vocation, with numerous facilities: an associative hall, a media library, the Tyrosse agency of the Landes Atlantique Sud tourist office, a local products shop, an inn youth and a restaurant-bar area, the sports-events-associative life and education-childhood-youth centers of the City, a Fablab (place providing the public with various communication tools manufacturing/repair, digital or traditional) as well as a performance hall.
And the performance hall?
It is therefore a very qualitative offer, but above all a synergy of skills and local services which is expected. Indeed, these structures will maintain a dynamic of sharing and collective action between them as much as possible. As part of the regional strategy for the transformation of wastelands, this project also meets the Zero net artificialization objective of the Climate and Resilience law.
While the work on the first three phases is carried out, the layout of the performance hall will be worked on (it should be finalized in 2027-2028). This schedule, given as an indication, may be modified, with the agreement of the project owner, as the work progresses.
The estimated cost of the operation amounts to nearly 8 million euros (1), excluding the performance hall, the amount of which is estimated at 2 million euros. On the revenue side, 4,453,118 euros in various subsidies are expected, with a loan of 2 million euros and municipal self-financing from own funds of 1,497,392.64 euros. Subsidies specific to each piece of equipment will be requested later, particularly with regard to the media library.

The calendar
The estimated schedule for carrying out the operation is as follows: from February to March 2025, demolition and asbestos removal; April to November 2025, phase 1 works (closed and covered all buildings, delivery of the large hall and youth hostel); November 2025 to August 2026, phase 2 works (development of building B, east side, with a media library, the intercommunal tourist office, the Adour Landes Océanes territorial and rural balance center, a FabLab and common meeting rooms) ; September 2026 to April 2027: phase 3 works (development of building A, west side, with finalization of the large hall, the offices of the education-childhood-youth and sport-events-community life center, a youth room and a store).
