Following the agricultural mobilizations of January 2024, the Prime Minister and the government deployed a simplification project structured around 70 commitments. In addition to this national action, under the joint leadership of the prefect of Finistère and the president of the Chamber of Agriculture of Finistère, regular meetings took place between the State services and the professional agricultural organizations of Finistère from the 1is February 2024.

Among the strong expectations expressed, simplification is an essential issue in discussions with the administration. Also, the 1is March 2024, a departmental methodological protocol on simplification work in agricultural matters, co-signed between the Prefect and the President of the Chamber of Agriculture, launched the establishment of 6 working groups: controls on agricultural operations; environment ; social, labor and taxation; ICPE and installation/land.

These working groups focused primarily on measures for which there is departmental or regional room for maneuver with an implementation timetable (short, medium, long term). From then on, the following concrete measures emerged to improve the daily lives of farmers:

1. Converge towards single control on farms:

The implementation of single control, a measure already well advanced in the department of Finistère, was reinforced by the Prime Minister's circular of October 28. Thus, in order to reduce the burden and frequency of controls and to limit the pressure, single control – i.e. the principle of a maximum passage per year and per operation – is largely at work (better coordination between inspection bodies to avoid multiple inspections by the same operator). Reflection continues on the consideration of controls for new settlers.

2. Facilitate ICPE procedures

To this end, the fruits of the work carried out in these partnership groups, documents have been drawn up;

– assistance in taking into account, in the light of case law, issues in green algae watersheds;

– decision support on the procedure corresponding to the type of file to be submitted;

– assistance with the completeness of files, in order to reduce processing time.

Without renouncing the regulatory requirements or the jurisprudential principles established by the administrative judge, these documents will clarify procedures, reduce processing times and provide security for the applicant as well as the administrative decision.

3. Better manage the presence of the wolf:

The presence of wolves in Finistère has been documented since May 2022. The number of reports of damage to domestic animals is increasing: 8 in 2022, 60 in 2023 and 80 in 2024 (until November 13).

Thus, at the suggestion of the Chamber of Agriculture, the members of the wolf committee expressed the wish that genetic analyzes be deployed on saliva samples taken from prey, likely to improve knowledge on the colonization fronts. On an experimental basis, this technique will be developed in Finistère, with the aim of obtaining a genetic identification of the individual(s) present and analyzing their behavior(s).

4. Better manage the wild boar population:

Faced with the strong growth in the wild boar population in Finistère and the resulting threats, new provisions have been opened to regulate this species. Thus, in addition to hunting, which remains the main lever for regulating wild boar populations, wild boar trapping is possible in all municipalities. It can be carried out with selective traps such as cage traps, enclosure traps, falling net devices. Approved trappers trained for this purpose (specific training already by the Hunters' Federation) and holders of a valid hunting license will be able to implement it upon authorization issued by the DDTM

departmental directorate of territories and the sea.

5. Set up a one-stop shop for information on hedges:

The regulations concerning hedges are broken down into 5 legal codes. The procedures are handled by different services, hosted by administrations as diverse as those responsible for agriculture, health or historical monuments, and also by services located in communities.

The DDTM

departmental directorate of territories and the sea will host a one-stop shop for hedges available to all citizens, including farmers. This window will process requests within the scope of the DDTM

departmental directorate of territories and the sea and will inform the petitioner of other applicable regulations and the service to contact in order to avoid multiple requests.

This one-stop shop for the hedge will be operational in 2025.

6. Promote the employment of seasonal labor:

Driven by the Prefecture, better knowledge has been strengthened between the DDETS, professional agricultural organizations, the MSA

Agricultural social mutuality and the inter-regional platform of the State competent for the processing of work authorization applications for the employment of foreign workers. An employer of seasonal labor sees his procedures simplified by:

  • The possibility, since the 1is March 2024, to recruit a foreign worker from outside the European Union without opposition from the employment situation.
  • The simplified TESA (Seasonal Foreign Workers in Agriculture holding a title authorizing them to work in the territory) which facilitates recruitment procedures on the basis of short-term fixed-term contracts (3 months maximum), as well as the inherent tax and social procedures . This system is particularly used in Finistère, particularly in the market gardening sector.

At the same time, the housing needs of seasonal workers are the subject of joint attention by employers, communities and the State. Such an approach is for example supported by the SICA, for employees of foreign origin. Also, all options and solutions emerging from stakeholders and territories are examined and supported.

State services and the Chamber of Agriculture will continue to work in conjunction with partners to be proactive in order to facilitate the daily exercise of the profession of agricultural operator.
