: cycle streets, one way… Lessons from the consultation on mobility in Vaise

The results of the consultation on mobility and the redevelopment project in Vaise were presented to the elected representatives of the Metropolis in a permanent committee. It reveals participants' concerns even if a majority of them seem favorable to the project.

Revegetation, modification of the traffic plan, Voies Lyonnaises… The Valmy district in the 9th arrondissement of Lyon must be completely redeveloped in 2025. A major black spot in the agglomeration with particularly complicated traffic, the Métropole de Lyon wishes to do so. pass several Voies Lyonnaises, improve pedestrian comfort and bus performance. The project concerns seven sectors, from Porte de Vaise to Place Valmy, without however affecting Rue Marietton.

A question about the downgrading of rue de Bourgogne

The traffic plan for the sector will be considerably modified. The Lyon Metropolis therefore wishes to create two bus-bike corridors on rue de Bourgogne between rue du 24 mars and rue de la Corderie. It would go one way, just like rue de la Corderie. The objective pursued by the community is to improve the travel time of the C6 and C14 buses and to secure bicycle journeys with Voie Lyonnaise 4 on rue de Bourgogne, as well as route 5 on rue du Souvenir and rue du Bourbonnais. , Berthet and Roquette.

Monday, November 18, the environmental executive presented the results of the consultation in a permanent commission, and not during a public metropolitan council as is usually the case. A mistake for the right which considers that it deals with a “important district, gateway to Lyon from the west“and who would have”necessity of going to council with a public debate“, indicated Metropolitan Councilor Laurence Croizier. Asked to know the reasons for this decision, the Metropolis indicated to Lyon Capital that the deliberation “is prior to continuing studies with state services which requires this deliberation in mid-November. The December council is therefore too late in relation to the imperatives of the State.”

Concerns on Rue du Souvenir and Rue Bourbonnais

Basically, participation remains relatively low with 398 responses to the questionnaire as well as a slight singularity this time, a surprising arithmetic approximation. The community mentions in its report three different figures relating to the contributions of the participants: it is thus a question of 212 contributions on page 13, then 207 on page 16, then 209 on page 17. When asked, it indicates that there were indeed 212 contribution, but that five of them were not taken into account in the qualitative analysis of the latter because they were considered “off-topic“. The figure of 209 is the result of a “shell“.

As always, the opinions expressed by contributors are shared, with, according to the Métropole de Lyon, a total of 49% of expressions including “tone“(Sic) is favorable to the project, against 31% unfavorable and 20% neutral. 27 contributions are thus in the direction of a “reorganization of public space favorable to safe “, et 22 “for pedestrian comfort“.

Fear among cyclists about Place Valmy

At the same time, of the more than 500 people who responded to the Metropolis questionnaire, only 31% consider the conditions for traveling by bike satisfactory. A figure which drops to 15% when it comes to traveling by car. “The increase in automobile congestion in the neighborhood and the creation of traffic jams in neighboring neighborhoods represent the biggest fears of respondents.“, recognizes the community in its assessment.

Basically, the redevelopment proposals on rue du Souvenir and rue du Boubonnais are those which cause the most concern. The participants in the consultation only wish to maintain one direction of traffic, while one of the proposals from the Métropole de Lyon provided for the creation of a cycle street with two-way traffic for cars. Also, where the environmental executive proposed making the entirety of Rue du Bourbonnais one-way, the participants wish to maintain local access in both directions of traffic.

The development of a cycle path in the Place Valmy roundabout has also raised concerns among cyclists. The cycle ring, although outside the roundabout “is felt to be dangerous“, indicate the services of the Metropolis of Lyon. Cycling enthusiasts therefore fear being forgotten by motorists when the latter exit the roundabout.

Finally, the Métropole de Lyon wishes to downgrade rue de Bourgonne, considered a major traffic road, in order to insert, on part of it, the Lyon route No. 4 and to extend the bus corridor in the south direction. north. It would be one-way in the north-south direction. But on this point, the participants in the consultation requested a reversal of the direction of traffic to direct the cars away from the center. “I doubt that the convoys affected by an RGC will be able to turn from the Gare d'eau quay onto the Jaÿr quay; then, certain convoys risk being prevented at height by the SNCF bridge on rue de Saint-Cyr…“, asked Laurence Croizier in the permanent committee.

Although the summary of the consultation has not yet been published online, the design studies underway since June are continuing and the work is due to begin in 2025.
