The information is exclusive to the newspaper The Parisianwho had access to the statements of the police officer indicted for the murder of Sullivan.

Ce 19 year old young manoriginally from Cherbourg-en-Cotentin (Manche), was shot dead in the night from Sunday 9 to Monday 10 June 2024rue Waldeck-Rousseau, in Cherbourg-Octeville.


Passenger in a car driving at excessive speed and refusing to complyhe, like the two other occupants of the vehicle, had undertaken to flee on foot once the car was stopped by two police crews.

A police officer being at the origin of the fatal shooting, theGeneral Inspectorate of the National Police (IGPN) immediately took note of the facts.

The policewoman’s story

Knife ? Handgun ? In the darkness, the policewoman indicates that she “interpreted” a movement of Sulivan’s hand – which fled on footas being that of a weapon aimed in his direction.

It was not a natural running gesture, for me I interpreted it as being a weapon release. I felt in danger, I was afraid.

Statements by the policewoman to the IGPN, according to Le Parisien

But what she thought she saw, thinking she was being targeted, turned out to be the victim’s cell phone. Sulivan was in fact unarmed. A shot which, again according to his comments to the IGPN reported by The Parisianwas carried out “on (s) own initiative”, “less than five metersfacing her and moving”, and without warning.

Me Thomas Baudry, the policewoman’s lawyer, also reacts in the columns of our Ile-de-France colleagues: “My client is not a cowboy. The IGPN report

According to the reading made by The Parisian from the IGPN report, it would appear that the “police of police” did not consider “neither self-defense nor the state of necessity”.

While the shooting of another police officer at the same time with his electric pulse gun “was perfectly within the framework of necessity and respected the requirement of proportionality of the threat”, that of the police officer is considered non-regulatory by the IGPN.

The IGPN also notes the absence of “alcohol and drug screening” of the police officer at the time of the events.

The portrait of the indictment

According to the route information collected by The Parisianthe police officer, aged 46, has been active for 22 years, at the Cherbourg police station since 2012 and on the night brigade for a year and a half.

I am devastated by this intervention. My intention was not to take life. I prayed a lot for this young man, I know it won’t change anything but… it’s complicated for me. Afterwards, I trust justice. For me, I had no other choice, I really felt threatened by a handgun, for me it was a handgun.

Statements by the policewoman to the IGPN, according to Le Parisien

The policewoman was indicted for intentional homicide and placed under strict judicial supervision. The penalty incurred is thirty years of criminal imprisonment.
