Reserving access to HLM for “French families” was one of the promises of the National Rally candidate. The HLM movement responds by saying it is “proud to accommodate France in all its diversity”.

This was a campaign promise from Marine Le Pen in the 2022 presidential election. It was also made during Jordan Bardella’s campaign for the European elections at the beginning of June. The National Rally wants to reserve access to HLM “for French families”. But this proposal no longer appears in the campaign documents for the next legislative elections, and rightly so. If the measure has not disappeared from the minds of RN executives, it will be difficult to implement.

During his interview on France 2 on June 18, Jordan Bardella was asked about this measure: “national preference on social housing, is this still a measure that you accept, that you defend?” The president of the National Rally first hammers out a “Yes!” franc. And he develops, a little aside: “I hope that first of all, when you have a criminal record as long as your arm, you will not be able to have social housing. Social housing is social assistance which is financed by the money of those who work.

“Discrimination Project”

Because candidate Bardella is aware of the difficulty of putting this measure in place. “To implement this national priority we will need the presidency of the French Republic because it will be necessary to initiate a constitutional revision and it will be done by referendum. I am a candidate for the post of Prime Minister within the framework of cohabitation, part of my project will be able to be executed initially from Matignon”.

And he adds: “We can do a lot of things but there are obviously things which will depend on the presidency of the French Republic.”

A slight shift which has not yet reassured the HLM movement. The Social Union for Housing published a resolution “We are proud to house France in all its diversity”. The USH, which brings together 566 HLM operators, recalls that “Hlm organizations are actors serving all the territories of the Republic, all those who live there”. And she adds: “We social housing professionals and activists, responsible for supporting families of all origins in their paths to success, affirm that any plan for discrimination in access to housing would constitute a fundamental attack on the principles which guide our action and which allow us to house millions of our fellow citizens.”
