In Isigny-le-Buat, in the south of Manche, the company Les Serres du Buat wants to extend its tomato greenhouses over several dozen hectares.
“This project plans, initially, the installation of greenhouses on 8.6 hectares (ha), for an associated development perimeter of 20 ha and an overall project perimeter of approximately 33 ha. It is envisaged in the long term to extend the areas occupied by greenhouses to 20 ha,” reports the general inspectorate of the environment and sustainable development.
An environmental authorization request concerning this creation of market garden greenhouses, at a place called Le-Bois-Aubé in Isigny-le-Buat, was submitted on February 29, 2024 by the company, as required by law.
Last September, the mayor of the commune, Jessie Orvain, wrote to the president of the Mont-Saint-Michel Normandie agglomeration community, asking him for a revision of the local intercommunal urban planning plan (PLUi) to “preserve the landscape and environmental and to protect against the risks of nuisance.
Shortcomings and inadequacies
The prefect of Manche, Xavier Brunetière, refused to grant environmental authorization. In a press release, this Tuesday, November 12, 2024, he explains his decision.
The file examination phase identified gaps and inadequacies that did not allow a complete understanding of the impacts of different natures on the environment near and far from the planned site.
The State representative points out the insufficiency of the proposed compensation measures. “The conditions for issuing an exemption from the appropriate protection of the protected species concerned are not met and all of the impacts on water resources are insufficiently assessed.”
Xavier Brunetière concludes not to grant this environmental authorization: “in the current state of the impact study and the compensation proposals”.
The prefectural decision confirms the first negative opinion which was issued in April by the Departmental Commission for the Preservation of Natural, Agricultural and Forestry Areas (CDPENAF).
Demonstration this Saturday, November 16 in Isigny
The Stop Tomatoes Industrielles collective has opposed this project, which it considers to be an “ecological aberration”.
A demonstration, supported by the Peasant Confederation, is planned for this Saturday, November 16, 2024, in the town of Isigny.
