Several personalities spoke during the opening session. Mr. Édouard Delta, mayor of Anse Bertrand, welcomed the participants, followed by Mr. Jean-Claude Maes, president of ACCD'OM. Other speakers included Mr. Jocelyn Sapotille, president of the Association of Mayors of Guadeloupe, Joël Balandraud, vice-president of the Association of Mayors of France (AMF), as well as Mr. Guy Losbar, president of the Departmental Council of Guadeloupe. The State was represented by the prefect Xavier Lefort, while Ms. Bernadette Thuram-Ulien represented the Region.
The morning began with a presentation from the Guadeloupe Islands Tourism Committee, offering an overview of the archipelago. Participants then focused on technical topics, including the withdrawal of copper, the deployment of optical fiber and the role of communities in these transformations.

The afternoon was devoted to the finances of overseas communities, with several notable interventions. Philippe Rogier presented the Agence France Locale (AFL) barometer, while a debate on financing mechanisms was moderated by Didier Laguerre, mayor of Fort-de-France, Florence Adjodha, technical finance advisor in Saint -Laurent du Maroni, Cyril Tetuanui, president of the SPC PF, and Hervé Tonnaire, overseas director of the Banque des Territoires.
The discussions then focused on payment deadlines, during a round table bringing together Gilles Chausse, director of AFD Guadeloupe, Pierre Grimaud, president of the Regional and Territorial Chamber of Accounts Antilles-Guyana, and Heric André, 1st vice-president of the association of Mayors of Guadeloupe.
The congress continues this Tuesday with various thematic workshops on housing, integration and regional cooperation, thus offering participants the opportunity to continue their exchanges and strengthen cooperation between overseas communities.
