Exempt from rent increases tenants of social housing whose energy performance diagnosis is classified G, i.e. the worst rating.
This is the proposal that the Departmental Council of Val-d'Oise has just made to the social landlords of 95. Directly targeted: thermal strainers, these less well insulated homes where the energy bill soars.
The end of double punishment
Already implemented in the private sector under the Climate and Resilience law, the rent freeze remains to be implemented in social housing. This is the whole point of this measure that Marie-Christine Cavecchi (Lr), president of the Department, had adopted by the board of directors of Val-d'Oise Habitat, the leading landlord in Val d'Oise in terms of number of housing units (some 23 000), of which she is also president.
“As the winter season approaches and with the commitments of our community in terms of solidarity and support for the most vulnerable Valdoisiens, the departmental elected officials sitting on the boards of directors of lessors will request exemption from a possible increase in rents for housing classified G in the energy performance diagnosis.
These are in fact the most damaged and degraded housing units, those which have not had any renovation for many years,” says Alexandre Pueyo (Lr), Cergy 2 departmental advisor in charge of housing.
And continues: “While they live in degraded housing, it is paradoxically their tenants who will pay the most charges, given that they live in veritable thermal sieves. » A double penalty that the Department intends to combine in the past. According to Alexandre Pueyo, many landlords have already responded positively to this call: Moulin Vert, Erigere, Domnis, Antin Résidences.
“It’s no longer possible”
Through this innovative system, the Department wants to encourage landlords to renovate the least well insulated housing as quickly as possible. Thermal strainers which represent between 1 and 5% of the Valdois social stock. “What we want is to eradicate all this housing. I have testimonies from tenants who pay more in charges than rent… Paying 300 euros in charges every winter when you pay 200 euros in rent is no longer possible. We need to rebalance things and allow them real comfort,” the departmental advisor insisted at the microphone of Bfm Paris Ile-de-France.
