“We, the governments of Canada, the United States of America and the United Kingdom, stand united in confronting Russia’s aggression and subversion against democratic societies. We continue to support Ukraine in defending its freedom and independence in the face of Russia’s large-scale, illegal and unjustified invasion. Furthermore, we strongly oppose the Kremlin’s continued attempts to use disinformation, criminal and covert activities, and corruption to undermine sovereignty and democratic processes.

“Free, fair and independent elections are the cornerstone of any democratic society. We have constantly witnessed Russia’s attempts to influence, subvert and undermine democratic elections in order to achieve results favorable to the Kremlin.

“This threat is particularly relevant in 2024, when hundreds of millions of people in Europe and North America will go to the polls to choose their leaders in European, national, regional and local elections.

“The Kremlin relies on lies, deception, corruption and disinformation to undermine sovereignty and democracy. While democracy thrives on openness and truth, authoritarianism and disinformation depend on secrecy and deception.

“Today we would like to address the Kremlin’s actions in Moldova. President Maia Sandu and Moldova’s security institutions have warned that the Kremlin seeks to undermine Moldova’s democratic institutions ahead of October’s presidential elections and the referendum on Moldova’s path to membership in the European Union (EU). We share President Sandu’s grave concerns about the Kremlin’s use of criminal groups to finance political activities and undermine Moldova’s democratic institutions. We commend Moldova’s leaders for continuing to competently manage these threats, building resilience, and maintaining peace and security while advancing democratic reforms and reviving the country’s economy.

“That is why today, in defense of our shared democratic values, we are taking this action to warn our democratic partners and allies that Russian actors are leading a plot to influence the results of the fall 2024 presidential elections by Moldova. They intend to provoke demonstrations in Moldova if a pro-Russian candidate does not win.

“They seek to fuel a negative perception of Western governments, existing Moldovan leaders and Moldova’s potential for integration into the EU, while undermining public confidence in Moldova’s ability to secure its own security and to maintain the rule of law.

“Russia is currently supporting candidates for the presidency of Moldova and exacerbating social tensions. These Russian actors actively use disinformation and propaganda online, on the airwaves and on the streets to achieve their goals.

“They criticize the government and the political party of the outgoing Moldovan president, in order to incite people to demonstrate.

“Part of these activities allegedly involves spreading lies about the character and intentions of the outgoing president, as well as alleged election irregularities.

“If Russia’s election interference proves unsuccessful in Moldova, there is reason to believe that Moscow will work to incite people to protest.

“Russia’s political interference in Moldova in the run-up to the October elections dates back several years. For example, staff at RT, a state-funded news outlet, provided direct support to Moldovan fugitive Ilan Shor for several years, with the acquiescence of the Russian government. Our 3 governments have sanctioned Mr. Shor for his destabilizing electoral activities.

“We have full confidence in Moldova’s ability to manage these threats linked to Kremlin interference. We are taking a series of measures to support these efforts as part of our partnership with Moldova and its people. We have shared the intelligence described above, as well as other details, with our Moldovan partners so that they can further investigate, foil and disrupt the Kremlin’s plans. We will continue to work closely with the Moldovan government.

“We will also continue to promote accountability for those who participate in these Kremlin-backed schemes to clandestinely finance political activities in Moldova. Additionally, we have sanctioned individuals and entities that attempt to destabilize Moldova’s democratic institutions, and will continue to take action against them.

“We will continue to support Moldova and the Moldovan people as they deal with Kremlin interference and the consequences of Russia’s brutal war against Ukraine. We strongly support Moldova’s democracy, economy, security and anti-corruption reforms.

“By revealing the Kremlin’s plot, we are making clear to Moscow that we support free and fair elections and will not tolerate its attempts to interfere and undermine democratic processes. We urge the Kremlin to abandon its efforts to subvert Moldovan democracy and respect its sovereignty and the results of free, fair and independent elections.

“We remain united with all our friends, partners and allies to defend our common democratic values ​​and freedoms. »
