An advisor to the President of the Republic becomes prefect of Oise. Jean-Marie Caillaud will be appointed, Wednesday November 6, 2024, to the Council of Ministers. Catherine Seguin, who will have remained ten months in the department of Oise, should be appointed to the department of Isère.

Jean-Marie Caillaud is territorial advisor at the Elysée. He is part of the “President's Team”, as indicated on the presidency website. Within this “team” of around sixty people, he belongs to the ecology, agriculture, energy, transport and housing poles. And his specialty is territories.

The new prefect of Oise is a graduate of the Higher Institute of Communication and Advertising (ISCOM). He was project manager at the Ministry of Equipment in 1996 and 1997. From 1997 to 2000, he was director of communications for the general council of the Alpes-Maritimes.

After various positions, notably at the Ministry of the Interior, he was Director General of Services at the Departmental Council of Seine-Maritime (2017 – 2020) then the Elysée where he stayed for four years.

Old-fashioned “prefect”

He entered the body of prefects in 2021. An article in the specialized journal Acteurs Publics, from October 2021, highlights the fact that he was appointed to the body of prefects just before the dissolution of this body following the dissolution of the ENA. A bit as if his presence at the Elysée had allowed him to acquire at the last minute the prestige of having belonged to this body.

Jean-Marie Caillaud is apparently a man of communications. As such, he is active on social networks. A little more than a month ago, he commented on a statement by Marine Tondelier, national secretary of the Ecologists, writing: “At least she is not afraid of anything….” This apparent antipathy towards environmentalists should not bother him too much in Oise where the Greens are almost non-existent.

Catherine Seguin will not leave a great memory in the Oise. She was very discreet and slipped away in silence.
