Following recent statements by the mayor of the City of Thiès denouncing the absence of his local authority at the 44th congress of the International Association of French-speaking Mayors (AIMF), it is necessary to provide some clarifications.

The governance of the AIMF is predominantly African: out of 28 member cities of the Bureau, 15 are African.

The AIMF is one of the rare organizations that develops field cooperation, supporting projects desired and implemented by member municipalities. The financing of these projects is done via the Cooperation Fund, financed 50% by Paris and supplied by other partners and donors from the North. However, the decision to award subsidies to city projects rests with the Bureau as a whole, composed as specified above by a large majority of African mayors.

It is also useful to recall the position of openness and neutrality which has always been that of the AIMF. Cooperation between cities must continue because it plays a key role in improving the living conditions of residents. This is what was expressed in the Declaration of the Mayors of the Sahel presented to the 43rd General Assembly of the AIMF held in Cotonou in October 2023.

As far as Thiès is concerned, like all the other member cities, its commitment within the network has always been desired. A commitment which must be expressed through a basic contribution to the life of the association. Starting with the payment of a symbolic annual contribution, of €550, which the City of Thiès has no longer paid despite multiple reminders.

Contrary to Mr. Babacar Diop’s assertions, the truth is quite different. In fact, the city of Thiès is not up to date with its contributions to the AIMF. Worse, she has not contributed financially for ten years now. This prolonged absence of contribution unfortunately compromises the participation of the City of Thiès in AIMF events and decisions.

Likewise, it is important to note that Mayor Babacar Diop did not attend the last General Assembly of the AIMF which was held in Cotonou, during which the list of participants in the congress was validated. A non-participation which raises questions about the commitment of the city of Thiès to the AIMF and its activities.

In light of these details, it is clear that the bitterness expressed by the mayor of Thiès must be sought elsewhere. It is plausible that the election of the mayor of the City of Dakar, Barthélémy Dias, as vice-president Secretary General of the AIMF caused some frustration. However, it is imperative to understand that leadership cannot be improvised. It is based on active participation, regular contributions and constant commitment to common goals.

We encourage the mayor of the City of Thiès to regularize the financial situation of his community vis-à-vis the AIMF and to actively participate in the organization’s future initiatives. Only sustained involvement will allow the city of Thiès to regain its place within the AIMF and contribute significantly to the work.
