April 1, 1793 (municipal register). A thousand pounds were stolen from the municipal coffers on January 17. Syndic Prosecutor Daubert declares that the secretary cannot be considered responsible for the theft; that we cannot predict responsibility and that the fact will be reported to the authorities. Citizen Daubert then requested the application of the law of August 14, 1792 against the priests who had not taken the civic oath on February 24, 1793. The council immediately decided that the municipality, given the internal unrest, would constantly a state of ecclesiastics who are in the case provided for by the said law. This state will be handed over to the commander of the national gendarmerie in Villeneuve with a request to translate to Agen all those ecclesiastics designated to the said state, unless they are in a state of infirmity or malaise which requires a suspension of the stopped.

April 1, 1793 (District Register). By order of the convention a provisional committee of general surveillance will be established in all the communes in order to thwart the perfidious maneuvers of the enemies of the public good who continue to foment unrest and propagate the counter-revolutionary spirit; and to fight the aristocrats who light the torch of discord. The Directory decided that the Municipality of Villeneuve would meet with it, today at 3 o’clock; that the security committees will denounce to the central committee of the department and that of the district, all projects and actions which tend to disturb public order. All citizens are, moreover, invited to monitor, with the greatest care, the enemies of public affairs and to denounce them. Three members of the Executive Board were then designated to be part of the general security committee; These are the citizens Jean Bonnal, president, Marie and Martin, administrators, who will be joined by three members appointed by the municipality.

April 5 and 7, 1793 (municipal register). The Council received, two days ago, a visit from Paganel and Garraud, commissioners of the Convention who approved the general security measures and promised to support a request for relief for the hospital from the minister. Montalembert had his consignment lifted for this reason: “that his religious opinions alone are contrary to sound reason, but that he does not express them in such a way as to disturb public peace.” Here is the council of the commune, its mayor Bourran and its prosecutor Daubert who now set themselves up as censors of religious opinions.
