In the commune of Imouzzer, the embezzlement of public funds was recently brought to light by alarming revelations. A report from the General Inspectorate of Territorial Administration (IGAT) indicates that the former parliamentarian of the Party of Progress and Socialism (PPS) and ex-president of the commune of Imouzzer Kandar, is currently being tried by the court of the Fez Court of Appeal, financial crimes section, for falsification of official documents and embezzlement of public funds.

Investigations revealed financial embezzlement involving this former MP, suspected of having embezzled large sums allocated to projects as part of the urban renewal program. This is Idriss Boutahar, who appears today, Tuesday May 21, 2024, before the investigating judge of the Criminal Chamber of Financial Crimes of the Court of Appeal of Fez, accused of falsification of official documents and embezzlement of public funds.

This appearance follows the examination of the case by the Attorney General at the Court of Appeal of Fez, on the basis of a complaint filed by Omar Touimi Benjelloun, governor of the Sefrou region, who referred the matter to the Chamber criminal investigation of financial crimes in Fez on behalf of the Ministry of the Interior.

He was summoned again for July 8, due to the complexity of the investigation carried out by the investigating judge of the Criminal Chamber for Financial Crimes of the Fez Court of Appeal.

According to media reports, the former MP is accused of “embezzlement of public funds” and “falsification of official documents”, in complicity with a contractor residing abroad and an employee responsible for construction in the constituency of Imouzzer Kandar .

Governor Sefrou’s complaint is based on an IGAT report, which identified several breaches and violations of the standards established in town planning and construction regulations.

These offenses concern licenses granted without the approval of the regional planning committee and the urban agency, as well as the issuance of certificates attesting to the compliance of sales and subdivisions with Law No. 25-90 governing these areas.

In addition, he signed rehabilitation requests for construction in progress and issued certificates of connection to public networks without issuing the required building permits and certificates of conformity.

Mustapha Lakhsem, the current president of the municipal council of Imouzzer Kandar, requested from the Ministry of the Interior an IGAT audit on several projects of the urban renewal program of Imouzzer Kandar.

Recall that legal action had been taken against Mayor Mustapha Lakhsem the previous year, following a defamation complaint filed by the governor of Sefrou, Omar Touimi Benjelloun. The latter had criticized local authorities for their alleged role in blocking certain projects. Tensions between the mayor and the governor led the latter to ask the Ministry of the Interior to initiate proceedings to dissolve the municipal council and dismiss its president.
