To help the most deprived, the Department, with the Ministry of Labor, has strengthened the path for beneficiaries of the Active Solidarity Income (RSA) to support them towards employment.

This experiment is based on several areas of work. For entry into the course, the Department is strengthening its capacity to guide RSA beneficiaries in less than 15 days and is working on a shared diagnosis with France Travail. Second axis, the revitalization of integration pathways, in particular with the implementation of activities from 3 p.m. while paying particular attention to the most fragile or disabled groups, etc. The employment network must join forces with employment stakeholders to deploy coordinated actions in favor of a return to employment. Coordination with state services is part of this.

The RSA is a very important burden for the Department. These allocation expenses have continued to increase: they increased from €30.8 million in 2010 to €44.8 million in 2024.

A drop in the number of beneficiaries

The community continues to implement actions to promote a return to employment, which has led to a reduction in the number of beneficiaries (-364 at the end of 2023). This reinforced system is based on the three intercommunal authorities of the South Channel territory: Mont Saint-Michel Normandie, Granville Terre et Mer and Villedieu Intercom. The goal is to achieve the objectives of a satisfactory return to employment rate.

Why the South Channel?

It was proposed to retain this area because it is predominantly rural. Social barriers preventing people from quickly finding employment, as well as a low rate of existing actions. The population is aging, particularly in the Granville sector and the east of the territory.

Nevertheless, there is a strong employment dynamic (5% unemployment rate) but with major obstacles to recruiting the public given a weak transport network. Six municipalities present risk factors that aggravate poverty: Brécey, Sourdeval, Mortain, Saint-Hilaire-du-Harcouët, Val Couesnon and Saint-James.
