Switzerland must introduce a national air passenger database. The Federal Council transmitted to Parliament on Wednesday the law which will contribute to the fight against terrorism and serious crime, and to protect the Swiss economic center.

Airlines will have to transmit passenger data in Switzerland in a new PNR system (illustration).

The law will make it possible to set up a “Passenger Name Record” (PNR) system, already adopted in the European Union (EU) and in the United States in particular. PNR data are an effective instrument in the fight against terrorism and serious crime, indicates the Federal Council in a press release.

If Switzerland does not follow, it could become a fault line in the middle of Europe. In addition, more and more states are threatening to impose heavy fines on Swiss airlines that do not communicate PNR data, or even to withdraw their landing rights.

Information concerning sensitive personal data will not be communicated. A new specialized service for processing PNR data, attached to the federal police, will be active from 2026.
